Description: 1. The Naval Air Warfare Center – Aircraft Division (NAWCAD) has a requirement for an H60 main gearbox stand assembly, engine support stand assemblies, engine stand spacer assemblies, and engine forward support rod assemblies for the Propulsion Systems Evaluation Facility (PSEF) as it upgrades the Helicopter Drive Systems (HeDS) test cell. 2. This is a combined synopsis/solicitation for commercial items prepared under the authority of FAR Part 13 and Subpart 12.6 as supplemented with additional information included herein. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The provisions at FAR 52.212-1 and 212-2 apply. FAR 52.212-4 and 52.212-5 (Deviation) will be included in any award resulting from this notice. Full text for these FAR provisions and clauses may be accessed at http://farsite.hill.af.mil/ 3. In accordance with FAR 19.5, this acquisition is under NAICS code 336413 – other aircraft part and auxiliary equipment manufacturing and is 100% set aside for Small Business concerns. The Small Business Size Standard for this NAICS code is 1000 employees or less. 4. Scope The Contractor shall manufacture and deliver one (1) H60 main gearbox stand assembly, two (2) engine support stand assemblies, two (2) engine stand spacer assemblies, and two (2) engine forward support rod assemblies. The contractor shall ship the assemblies safely so that no damage occurs and is forklift compatible. 4.1 CLIN 0001 The contractor shall manufacture one (1) H60 main gearbox stand assembly described in the drawing number 101-019. The Contractor shall follow the notes and details described on each of the relevant drawings proposed for manufacturing this assembly. The Contractor shall meet the welding requirements as detailed in the drawings. The Bill of Materials (BOM) on numbered drawing 101-019 includes all parts required to assemble the stand: 101-019-001, 101-019-003, 101-019-005, 101-019-007, 101-019-011, 101-019-013, 101-019-015, 101-019-017, 101-019-021, 101-019-023, and D-1956-(1-4). All commercially purchased hardware listed as item numbers 15 – 21 shall be Grade 8 hardware or equivalent. 4.2 CLIN 0002 The contractor shall manufacture two (2) engine support stand assemblies described in the drawing number 101-(049 & 050), one 101-049 and one 101-050. The Contractor shall follow the notes and details described on each of the relevant drawings proposed for manufacturing this assembly. The Contractor shall meet the welding requirements as detailed in the drawings. The Bill of Materials (BOM) on numbered drawing 101-(049 & 050) includes all parts required to assemble the stand: E-560B-1, E-560B-2, E-560B-6, E-560B-7, E-560B-24, E-560B-25, 101-019-007, 101-049-001, 101-049-003, 101-049-(005 & 006), 101-049-007, 101-049-011, 101-049-013, and 101-049-015. All commercially purchased hardware listed as item numbers 22 – 41 shall be Grade 8 hardware or equivalent. Items excluded from this scope of work include drawing numbers E-560B-3, E-560B-4, E-560B-5, E-560B-8, E-560B-21, E-560B-22, and E-560B-23. Hardware excluded from this scope of work includes BOM items 27, 28, 31, 39, 40, and 41. 4.3 CLIN 0003 The contractor shall manufacture two (2) engine stand spacer assemblies described in the drawing number 101-(029 & 030), one 101-029 and one 101-030. The Contractor shall follow the notes and details described on each of the relevant drawings proposed for manufacturing this assembly. The Contractor shall meet the welding requirements as detailed in the drawings. The Bill of Materials (BOM) on numbered drawing 101-(029 & 030) includes all parts required to assemble the stand: 101-029-001, 101-029-003, 101-029-005, 101-029-007, 101-029-011, 101-029-013, 101-029-015, and 101-029-017. 4.4 CLIN 0004 The contractor shall manufacture two (2) engine forward support rod assemblies described in the drawing number 101-039. The Contractor shall follow the notes and details described on each of the relevant drawings proposed for manufacturing this assembly. The Contractor shall meet the welding requirements as detailed in the drawings. The Bill of Materials (BOM) on numbered drawing 101-039 includes all parts required to assemble the stand: 101-039-001, 101-039-003. 5. Quotations will be evaluated based on the following factors: Technical, Price, Delivery, and Past Performance. All factors are of equal importance; however the Government reserves the right to make an integrated evaluation resulting in the best value to the Government, price and other factors considered. Award may go to other than the lowest price at the sole decision of the Government. TECHNICAL: Please provide information sufficient to show how the product will meet all of the Government’s minimum technical requirements/specifications as provided herein. PRICE: Please provide a Firm Fixed Price per one (1) H60 main gearbox stand assembly, two (2) engine support stand assemblies, two (2) engine stand spacer assemblies, and two (2) engine forward support rod assemblies including all discounts which may be applicable. Pricing shall include FOB DESTINATION terms to NAWCAD, Patuxent River MD 20670. DELIVERY: Please specify a date for delivery, after receipt of a written purchase/delivery order. Four (4) weeks after receipt of a written order is desired, but state best delivery date. PAST PERFORMANCE: Please provide three prior contract or purchase order numbers; for recent, same or similar products sold. Include a customer end-user point of contact and phone number for each contract/purchase order record provided. The Government may evaluate general customer satisfaction with the product, on-time delivery, and any other information determined by the Contracting Officer regarding the Contractors ability to deliver a quality product. The Government reserves the right to obtain past Performance information from any source and not solely from the information provided by the Contractor. 6. ALL QUOTATIONS SHALL INCLUDE A COMPLETED COPY of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items. To receive an award from Department of Defense, contractors must be registered in the CCR database, available at: www.ccr.gov 8. Notices: Any award that may result from this solicitation will require the use of Wide Area Work Flow – Receipts and Acceptance (WAWF-RA or WAWF) which is an electronic form of invoice, receipt and acceptance. No paper invoices or paper receipt/acceptance procedures will be permitted. We may award to one or none of the Offerors. We may award with or without discussions. Quotations should be submitted via common carrier such as FEDEX, UPS, or USPS for example, or by e-mail (preferred method) using PDF files. The Government is not responsible or liable for any lost or misdirected delivery by common carrier, postal office, e-mail, or any other method of delivery. It is the sole responsibility of the contractor to ensure their quotation has been received by this office by the closing date and contains ALL of the requirements as stated in this combined synopsis/solicitation.
