Enhanced Metal Detector Enhanced Metal Detector (EMD) General Information Document Type: Request for Information Solicitation Number: HSTS04-09-I-ST2014 Posted Date: January 26, 2009 Original FBO Sources Sought Response Date: February 25, 2009 Classification Code: 63 – Alarm, Signal, and Security Detection Equipment NAICS Code: 334519 (Metal Detection Manufacturing) Contracting Office Address U.S. Department of Homeland Security TSA Headquarters—West Building 10th Floor, TSA-25 701 South 12th Street Arlington, Virginia 20598-6025 Description ENHANCED METAL DETECTOR REQUEST FOR INFORMATION Request for Information (RFI) The Department of Homeland Security, Transportation Security Administration (TSA), is requesting information, seeking sources, and conducting market research for Enhanced Metal Detector (EMD) systems. EMDs also referred to as Walk-Through Metal Detectors, serve as a primary screening device of airline passengers for prohibited metallic objects at fixed checkpoints at our Nation’s airports. TSA invites vendors to voluntarily provide information on capabilities of detection technologies that currently exist in market-ready EMDs. The market-ready EMDs must provide detection of prohibited metallic objects but may also provide additional detection of prohibited non-metallic objects. It is important to note that responses to this RFI are solely for the purpose of market research. Neither do they constitute pre-competition nor will they be evaluated in any way. Likewise, this RFI does not represent an official Acquisition Plan, nor does it commit the U.S. Government to any course of action in the future. This RFI is issued solely for market research, planning, and information purposes and is not to be construed as a commitment by the Government to enter into a contractual agreement, nor will the Government pay for information solicited hereunder. Each respondent, by submitting a Response, agrees that any cost incurred by it in responding to this request or in support of activities associated with this RFI shall be the sole responsibility of respondent. The Government shall incur no obligations or liabilities whatsoever, to anyone, for any costs or expenses incurred by the respondent in responding to this RFI. Responses must be structured as follows: Information Requested The Capability Statement in the Response to this RFI should minimally include the following topics: Vendor Information: 1.Company Name/Division, 2.Point of Contact (POC)— a.name, title b.phone number and email address 3.EMD product name and model number. Product Information: 4.A description of the level of maturity of the prohibited metallic object detection technology. 5.A description and supporting documentation of any company-conducted or sponsored testing, of prohibited metallic object detection, that summarize the testing process and assessments of detection rate, false alarm rates, throughput rates, and threat identification libraries. 6.A description of any prohibited non-metallic object detection capabilities. 7.A description and supporting documentation of any company-conducted or sponsored testing, of non-metallic prohibited object detection, that summarize the testing process and assessments of detection rate, false alarm rates, throughput rates, and threat identification libraries. 8.A description of availability of basic system operating manuals, procedures, and security protocols, in addition to a brief technical explanation of system operation. 9.A description of quality control/quality assurance procedures and relevant supporting documents and statistics for establishing product reliability, maintainability, and availability. 10.A description of network capabilities, as well as additional features and functions that may benefit airport checkpoint security. Responses should not exceed ten (10) pages, including all images, data displays, charts, graphs, and tables, and should be submitted no later than thirty (30) calendar days after the posting of this announcement. Attachments (test reports, product brochures) may be submitted and will not be included in the page limit. Unsolicited proposals submitted in response to this RFI will not be considered nor reviewed. Based upon the response submitted, TSA may request the respondent to host a site visit, so the TSA can observe the manufacturing processes and the system in operation. Responses shall be prepared using 12 pt font, 1 inch margins, and 8.5” by 11” paper, Respondents must submit electronic version of their responses.
