- The Naval Research Laboratory (NRL) has a requirement for a contractor to support developmental test and evaluation efforts for the Dual Band Radar (DBR), Multifunctional Radar (MFR) Volume Surveillance Radar (VSR) AN/SPQ-9B Radar, and Enterprise Testbed programs. The effort will also include analysis and input to operational readiness documents, capability development documents, capability production documents and test and evaluation master plans. Additional tasks include liaison with Navy Program Offices, laboratories, and test ranges and participation in program reviews and working groups as necessary. The contractor may also be required to participate in test events and provide an analysis of operational effectiveness and suitability of test articles at all levels of testing. This effort requires personnel having experience with DBR, MFR, VSR, and AN/SPQ-9B system performance, test and evaluation, DOD Radar Acquisition III (ACAT III) programs, development of radar test plans, procedures and reports, AN/SPQ-9B radar land based and shipboard test and evaluation, the DDG-1000 Test and Evaluation Master Test Plan and Operational Requirements Document and a through understanding of the Navy’s developmental and operational test and evaluation process. It is anticipated that this effort will require 2000 hours of a Senior Military Analyst (or similar labor category) and 1000 hours of a Combat System Analyst (or similar labor category) per year. In general, the Senior Military Analyst will be expected to have experience in testing Navy shipboard radars as well as Navy-specific test and evaluation experience on DOD Radar Acquisition Category III (ACAT III) programs. The Combat Systems Analyst will be expected to have skill in formulating, interpreting, and applying test planning to ensure that the test plans are scientifically valid, as well as experience in testing and evaluating Navy shipboard radars. A Cost Plus Fixed Fee term type contract is anticipated. The period of performance for this effort will be a base year of twelve months plus four one year option periods. The statement of work, labor categories, and detailed personnel qualifications will be included in the solicitation package when issued. It is anticipated that only one award will result from this procurement. Prior to contract award, the successful offeror will be required to have a Secret facility clearance and the proposed personnel must have active US SECRET clearances. The actual closing date for the receipt of proposals will be stated in the solicitation when issued. This procurement is a full and open competitive procurement. NRL uses Electronic Commerce (EC) to issue RFPs and amendments to RFPs.
