- 1. The Bureau of Prisons (BOP) has a need to engage a Contractor for the services of managing and operating the automobile parking garage located at 500 First Street, NW for the period commencing February 2, 2009 through September 30, 2009 according to the terms and conditions stated hereafter. 2. BOP has determined that there are, at a minimum, 110 parking spaces contained within the two (2) underground levels of the parking garage and that the Contractor employee will park, at a minimum, 110 vehicles. After further evaluation, if it is determined that additional BOP authorized vehicles can safely be parked in the garage, the number of parking assignments will be increased accordingly. BOP will notify the Contractor concerning the number of spaces involved in the increase. 3. The Contractor shall provide at all times during the terms of the contract, an adequate number of qualified employees necessary for the proper operation of the garage which includes two (2) underground levels. However, BOP will require the Contractor to provide a minimum of two (2) qualified employees. All such personnel to be of and under the supervision of the Contractor. The salaries of all employees of the garage, together with all items of payroll or employee taxes and fringe benefits shall be deemed operating expenses of the garage and payable out of income by the Contractor. 4. The Contractor shall manage the garage according to the terms outlined in the agreement, at a minimum as follows: 6:00am - 6:00pm (Monday thru Friday) An attendant must be on duty and available at the entrance to the garage. The attendant(s) must demonstrate that they can effectively monitor access to the garage, by those in vehicles. All other terms: During periods when the garage is not staffed, access will be available via an automated access control system that will activate a gate/entrance door, or a specified security system. 5. The parking facility will be accessible at all times by BOP employees who have a valid parking permit and valid BOP identification and have properly identified themselves to the parking attendant. Said employees may self-park, lock and retrieve their own vehicles. In those instances when this is not possible, the BOP employee(s) are required to have the parking attendant park the vehicle and leave their keys in the ignition of the car or with the parking attendant, the Contractor will ensure that all such keys are immediately removed from the vehicles and safely secured. 6. The BOP will provide authorized employees with the necessary approved parking permit. 7. The Contractor shall not use the garage premises nor permit the garage premises to be used for any purposes other than as a place for the parking of motor vehicles. 8. The BOP reserves the right to determine all policies with respect to the number of vehicles and parking spaces that will be utilized in the garage. 9. The Contractor will assume responsibility for any damage to vehicles in the garage if said damage occurs when the Contractor employee is operating the vehicle. 10. The Contractor shall at all times during this agreement, keep in full force and effect, good and responsible insurance coverage for possible said damage. BOP will not be responsible for any negligence or any damage initiated by or caused by any Contractor employee. All work shall be performed in accordance with the terms and conditions as stated in this document. Changes or modifications will not be made without the written consent of the BOP.
