- (i) This is a synopsis for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in the solicitation, which is attached. (ii) The solicitation number will be HC1028-09-T-2047. (iii) This will be solicited as unrestricted. The associated North American Industry Classification System (NAICS) code is 541512. (v) The solicitation will be available at http://www.fbo.gov/. (vi) The solicitation package will include the SF 1449, Solicitation/Contract/Order For Commercial Items. (vii) This requirement is to provide Active Navigation Annual Maintenance and Support for ITM and DAMIR at Alexandria, VA 22314-1805. The following paragraphs, IAW FAR Part 13.501, are provided to support the brand name justification for proposed orders exceeding the micro-purchase threshold, but not exceeding the simplified acquisition threshold. The OUSD(AT&L) office requires the purchase of Active Navigation Software Maintenance and Support neccesary to provide continued support for the Active Navigation Search Engine currently implemented in the AT&L environment. The Active Navigation Search Engine is uniquely suited to fulfill the requirement for standing up an enterprise search engine capability for the AT&L. OUSD(AT&L)/ARA/ITM had completed an evaluation of software products to provide a virtual library and search capability to deliver an enterprise wide capability to be implemented throughout AT&L. The search engine chosen for this initiative was Active Navigation. The DAMIR initiative fully integrated the search engine into their system, allowing AT&L technical personnel to gain valuable knowledge and expertise in the installation, customization and operation of the search engine. As a result of the great success of the Active Navigation product with the DAMIR initiative, AT&L decided to establish an enterprise search engine capability, consolidating 3 legacy search capabilities. The maintenance and support is necessary to provide AT&L with continued support for this initiative. This software is currently in use at the requiring office and to use another solution the competition's base software would need to be added. This would lead to a substantial duplication of cost to the Government that is not expected to be recovered through competition. In order to preserve continuity of the software, and avoid a duplication of the cost, the Active Navigation Software must be used.
