Description
This Request for Information (RFI) is issued for informational planning purposes only and does not constitute a solicitation or commit the Government to award a contract, now or in the future in accordance with FAR Clause 52.215-3. Submitting information for the RFI is voluntary, and participants will not be compensated; this is not a request for proposal, and all information submitted in response to this request shall become the property of the Government and will not be returned to the submitter. Purpose: This market research is being conducted to identify sources that may have a commercially available Torque Measurement System as a drop in replacement for the current VAROC 250 dynomometer on the Flexible Engine Diagnostic System (FEDS). The new system is needed to meet US Army Aviation requirements to perform turbine engine fault isolation and verification of repair/overhaul actions. The Torque Measurement System shall meet the following requirements: * must have an accuracy of error in reported torque to actual less than or equal to 0.5% of full scale * must measure torque from 0 to 18,000 horsepower * must operate from 0 to 16,000 RPM * operate in an ambient environment of 55 to 90 degrees C, and all weather conditions * be full speed in the driveline * fit in the envelope of the VAROC250 driveline cavity (manufactured by ConceptsNREC Inc.) * interface with the VAROC 250 without modification to the FEDS engine cradle and associated trailer frame and/or shaft, and without the need for new alignment tools. * interface with the following Army rotary wing turbine engines T55-712, T55-714, T53, T63) The primary function of the current torque measurement system is to measure the engine output shaft power by precisely measuring twist in a calibrated shaft forming the VAROC-250 air dynomometer input shaft. The current system is comprised of a torque measuring shaft and one sensor installed in the VAROC-250 air dynomometer and interconnecting cabling. The system displays torque, speed, and horsepower of the engine output shaft. The Aviation Ground Support Product Office is soliciting information from companies interested in supplying Aviation Ground Support Equipment to support the above requirements. INSTRUCTIONS: Below are sections containing a Contractor Capability Survey. If after reviewing these requirements, you desire to participate in the market research, you should provide documentation that supports your companys capability in meeting these requirements. The Government will only consider those product(s) which meet the above requirements. Developmental products will not be considered for participation in this effort. Describe basic warranty and what options, if any, are available for extended warranties. 4. What similar torque measurement systems or items have you delivered (units and customers) on similar contracts? 5. If similar items have been purchased by the Government, what development and qualification tests were done on these units? Desired response format: The Government desires that responses be submitted via email in an electronic format that is compatible with Microsoft Windows/Office and/or Adobe Acrobat and addresses each of the above characteristics and any other important technical aspects of the product.
