Description
The U.S. Environmental Protection Agency (EPA), National Health and Environmental Effects Research Laboratory/Research Triangle Park, NC, is seeking qualified 8(a) sources for research animal colony support. This support includes operating and maintaining the NHEERL Animal Care Facilities, laboratory animal husbandry, cage washing and sanitizing, technical assistance and quality control/quality assurance necessary to conduct all animal related research projects required by EPA scientists. The EPA research facilities are housed in two separate buildings totaling 41,009 square feet at the main campus and 11,892 square feet at a remote site approximately 3 miles from the main campus. The annual estimated animal population over the past four years is approximately 15,000 animals consisting of rats, mice, hamsters, guinea pigs, rabbits, fish and frogs. The total number of animal cages sanitized on a weekly basis over the previous four years is between 6,000 and 15,000. The total number of incoming animals has averaged 1,250 per month over the same period. The EPA anticipates awarding a firm fixed-price contract from this solicitation. A twelve-month base year with four twelve-month option periods is anticipated. NAICS code 541940 applies with a size standard of $6.5 million. This will be a competitive 8 (a) set-aside. The Request for Proposal (RFP) is expected to be issued on or about 02/24/09, with proposals due approximately 30 calendar days after RFP issuance date. A pre-proposal conference on-site at EPA?s RTP, NC facility is tentatively scheduled for 03/10/09. The RFP will be available at http://www.epa.gov/oam/rtp_cmd. It will be your responsibility to frequently check the same site where the RFP is posted for any amendments.
