Description
The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA intends to modify contract N68936-05-C-0068 on an other than full and open competition basis to provide additional hours and the associated cost and fee in support of the System Configuration Sets (SCS) requirement. SCS support is required to continually upgrade the AV-8B aircraft weapons system for the United States Marine Corps (USMC), Spanish Navy, Italian Navy, United Kingdom Royal Air Force, and other Foreign Countries through a series of spiral SCS developments. This procurement is a sole source to McDonnell Douglas Corporation, a wholly owned subsidiary of The Boeing Company, P.O. Box 516, St. Louis, MO 63166. As the sole developer and manufacturer of the aircraft, Boeing performed the engineering design and software development for the tactical software and integration of the avionics into the aircraft weapon system and all associated aircraft weapons system upgrades. As system war fighting capability is enhanced through the addition of new sensors and weapons, integration becomes increasingly complex. The increased complexity requires Boeing's experienced resources. Only Boeing can insure compatibility between software ! and aircraft systems due to on-going changes, upgrades, and system enhancements that are made to fleet aircraft. The services shall be performed at the contractor facility in St. Louis, MO and on-site at the NAVAIRWARCENWPNSDIV China Lake, CA. The modification will increase the Level-of-Effort by approximately 76,000 hours. The contract SOW and end date of 17 October 2010 will not change. Award will be made on or about 23 March 2009. Any firms believing that they can provide the required services must submit a written response in accordance with note 22 clearly showing their ability to perform the work without compromising the quality, accuracy, reliability, and delivery of the product to the fleet. Responses shall be submitted to Gary Trimble at the address noted above by 12 March 2009.See Note 22 and 26.
