Description
This is a combined synopsis/solicitation for the acquisition of down-hole potable water well pump, motor, and all related equipment as specified below with new in kind or equal. All existing equipment the contractor removes will be used as trade-in for the new equipment. Contractor must be a licensed water well driller or pump installer by the State of Texas and all Texas Commission on Environmental Quality (TCEQ) rules and regulations must be followed. This Solicitation?Request for Quotation is prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-29 of November 14, 2008. Quotations are being requested via this notice only. A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Solicitation?request for Quotation (RFQ) Number for this acquisition is Q718009A162. This acquisition is unrestricted. The following is a description of the requirements for this acquisition: (1) The pump to be replaced is a two piece REDA pump, one piece being a series 400 REDA - BOH#0243485 and the other being a series 400 type 133 stage - REDA - DN450 #0640763. The intake is a series 400 type ARZ REDA - 1129527. The protector is a series 400/456 type 66L REDA - #0416750. Replacement must be the same or equivalent, existing pump must be taken as trade in.Trade in value $ _______________________ New Pump $______________________ (2) The motor to be replaced is a REDA series 456, 25HP, 480/33 Volt/Amp. Replacement must be the same or equivalent, existing motor must be taken as trade in.Trade in Value $ _______________________ New Motor $______________________ (3) The cable is profile R, type Redalene, AWG #4. The flat cable is KELB, AWG #6, 55 feet. Replacement must be a poly cable of equivalent capacity, approximately 2900 feet. $ _________________________ (4) A new sensing unit is to be provided and installed. This unit will be utilized for detecting draw down and static levels in water aquifer. The sensing unit must be the same or equivalent to MDT-XT gauge assembly type O 420 VIT (A346) Phoenix down-hole monitoring equipment, Item #100079628 and will be installed inside the pump house that is approximately 50 feet away. $ ___________________________ (5) Spooling services using stainless steel bands to secure the poly cable to the pipe, two per joint and the installation of water system approved TEFLON tape on every joint. $ __________________________ (6) Provide and install a new stainless steel foot valve in the well. $ ________________________ (7) All required connector kits and other miscellaneous supplies. $ ______________________ (8) Installation/Labor/Moblization. $ ______________________________ Pipe is 2-3/8" upset tubing inside of 8 5/8" casing. The end of the motor is at approximately 2884 feet. Pipe joints will be inspected upon removal and relaced if needed. Replacement pipe will be provided by the National park Service. All well monitoring equipment must be in an operable condition and the pump must be producing water at the calculated efficiency rating before this project will be considered complete. A detailed Pull/Run Report must be provided to the National Park Service. Contractor must provide and transport all equipment and supplies required for project. SERVICES TO BE PROVIDED BY SEPARATE CONTRACTS: (1) A pulling unit will be on site to pull existing equipment and tubing, to install new equipment and tubing. (2) A video unit will also be on site to inspect and record the interior of the well. The National Park Service will be responsible for coordinating with all contractors in order to ensure a cohesive tile schedule. All contractors involved will be expected to adhere to the agreed schedule, if a conflict arises, the National park Service must be notified four (4) days in advance of the agreed installation. The following FAR provisions and cluases apply: 52.212-1, Instruction to Offerors-Commercial Items; 52.212-3, Offer Representations and Certifications-Commercial Items (to be completed and provided with quotation); 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions required to Implement Statutes or Executive Orders-Commercial Items, applicable are: 52.219-6; 52.222-26; 52.222-35; 52.222-36; 52.222-37; 52.225-1; and 52.232-33. EVALUATION-COMMERCIAL ITEMS - Evaluation Factors include [a] price; [b] past performance supported by documentation and three references. Past performance shall be equal to price in importance.
