Description
The Bureau of the Public Debt on behalf of the Alcohol and Tobacco Tax and Trade Bureau (TTB), intends to issue on a sole source basis, a simplified acquisition to The Brookings Institution, 1775 Massachusetts Avenue, NW, Washington, DC 20036, to obtain management training for a 2-day course. Managing the Federal Employee Discipline and Performance Process Training Course is for 1st and 2nd level supervisors. The purpose of the course is to gain a better understanding of the federal personnel process and the rights and responsibilities of management - To increase confidence in dealing with EEO complaints, difficult employees, inappropriate conduct, insubordination or poor performance - Enhance understanding of disability laws and how to respond to requests for reasonable accommodation. The objective of the course is designed as a workshop to teach federal managers the tools and strategies needed to handle employee discipline and performance issues while addressing the management training requirements of the 2004 Federal Workforce Flexibility Act. Utilizing case studies and candid interactive dialogue, the course focuses on federal personnel employment law, with the objective of providing participants with a broad oversight of such laws and policy updates on employee and employer rights. Award will be based on technically compliant, low price. NO SOLICITATION DOCUMENT IS AVAILABLE. Public Debt will consider all affirmative response received no later than 2:00 PM ET on January 27, 2009. Affirmative responses shall be accompanied by sufficient documentation to clearly show the ability to provide the required training course at terms more advantageous to the Government. Request for more information or a copy of the solicitation will not be considered affirmative responses. If no affirmative response is received that clearly demonstrates their ability to meet all requirements that it is more advantageous to the Government, we will make a sole source award to The Brookings Institution.
