- NASA Goddard Space Flight Center plans to issue a Request for Proposal (RFP) forthe Laser System Engineering Services to provide Research and Development (R&D)engineering and related services including design, development, fabrication, integration,testing, and performance verification for all of the lasers necessary for the AdvancedTopographic Laser Altimeter System (ATLAS) instrument.This competitive procurement will result in a cost-plus-award-fee indefinite deliveryindefinite quantity contract. (CPAF/IDIQ). This contract will have an effective orderingperiod of 5-years from the effective date.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.The NAICS Code and Size Standard are 336419 and 1,000 employees respectively. All responsible sources may submit an offer which shall be considered by the agency.The anticipated release date of the RFP is on or about February 11, 2009 with ananticipated offer due date of on or about March 13, 2009.An ombudsman has been appointed -- See NASA Specific Note "B".The solicitation and any documents related to this procurement will be available over theInternet. These documents will reside on a World Wide Web (WWW) server, which may beaccessed using a WWW browser application. The Internet site, or URL, for the NASA/GSFCBusiness Opportunities home page ishttp://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=51 Prospective offerors shall notify this office of their intent to submit an offer. It isthe offeror's responsibility to monitor the Internet site for the release of thesolicitation and amendments (if any). Potential offerors will be responsible fordownloading their own copy of the solicitation and amendments (if any). Any referencenotes can be viewed at the URLs linked below. In addition, a draft Statement of Work and a total of 4 draft representative task orders(RTOs) will be uploaded with this synopsis to allow Industry the opportunity to providefeedback to the Government on these requirements.
