Description
This is a combined Synopsis/Solicitation for commercial supplies prepared in accordance with the format in Subpart 12.603 as supplemented with additional information included in this notice. However, Request for Quotation (RFQ) 08SP308134 will be issued simultaneously with this announcement to facilitate receipt of electronic quotes. The RFQ will be issued via www.fedbizopps.gov. This RFQ is issued under the Simplified Acquisition Procedures (SAP). The NAICS code is 532412, Construction, Mining, and Forestry Machinery and Equipment Rental and Leasing the size standard is $7.0 Million.This solicitation is being issued as Full and Open Competition. The Bureau of Reclamation, Lower Colorado Region, has a requirement for rental of heavy construction equipment to be used for constructing and maintaining wetlands in southern California and maintaining and constructing weirs in the Las Vegas Wash, Nevada. A single RFQ is being issued for a base year with four (4) option periods for all the equipment. Multiple Indefinite Delivery/ Indefinite Quantity contracts may be awarded. Award will be made based on a best value approach. Award criteria will be delivery, past performance and price. Delivery will be a go/no go factor with the contractor certifying they can meet the required delivery time. Past performance will be rated on a comparable basis with a higher level of past performance receiving a higher adjective rating. Delivery and past performance when combined will be significantly more important than price. Evaluation of delivery will be based on Contactor's ability to meet delivery time of Task Order One (1). See attached Statement of Work for Task Order One. The RFQ contains the following: a description with quantities, and all applicable clauses and provisions. Quotes are due February 6, 2009, by 4:00 p.m. local time and may be submitted electronically, by fax, or by mail to: Bureau of Reclamation, Lower Colorado Region, Contracting Office (LC-3111), P.O. Box 61470, Boulder City, NV 89006; or for expedited delivery 500 Fir Street, Boulder City, NV 89005.
