Description
The Government intends to negotiate, on a sole-source basis, a commercial firm-fixed-price contract to Environmental Systems Research Institute, Inc. (ESRI) for its ArcGIS Situational Awareness Bundle (SAB). This non-competitive action is being issued by the Department of the Interior, National Business Center, Acquisition Services Directorate. This action is being processed in accordance with FAR 6.302-1, only one responsible source, and solicited in accordance with FAR 13.5, Test Program for Certain Commercial Items. The NAICS for this requirement is proposed as 511210. The Department of the Interior (DOI) has a requirement for an ArcGIS Situational Awareness Bundle (SAB). The SAB provides a complete framework for geospatial intelligence and decision making. It provides DOI the capability to gain a timely and accurate understanding of their operations and events that impact them. The SAB includes the turnkey solution, implementation services, training, and maintenance support. The SAB utilizes and builds on the ESRI ArcGIS software capabilities that DOI has previously acquired and no other system fully meets the DOI's need for a fully functional turn-key solution. The period of performance for this effort is one base year and one option year. This is not a formal solicitation. This is not considered a Request for Proposal (RFP) nor is it a Request for Quote (RFQ). No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of quotations or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. If no affirmative written response is received, the contract will be awarded without further notice. A determination by the Government not to compete the proposed contract on this notice is solely within the discretion of the Government. Information received by the POC stated herein by 9:00 am on Thursday, February 5, 2009, will be considered by the Government. Interested parties may identify their interest and submit capabilities to Alexis_N_Williams@nbc.gov. Questions and responses submitted by a method other than electronic mail shall not be accepted and shall not be answered.
