- This modification extends the response date for this Sources Sought Notice to 2/13/2009. All other information remains the same. The U.S. Army Corps of Engineers, New England District is issuing a Sources Sought Announcement for Design/Build project for a Upgrade Electrical System Phase 2, Veterans Affairs (VA), Providence, Rhode Island to determine the interest, availability, and capability of Service-Disabled Veteran-Owned, 8(a), HUBZone and Small Business concerns as described below. The NAICS code for this procurement is 236220 with a size standard of $33.5 million. The estimated construction cost is between $5,000,000 and $10,000,000. The work involves providing design/build services for electrical improvements at the VA Medical Center in Providence, RI. The solicitation will contain a 25% conceptual design and the selected contractor will be required to take the design to completion and construct the upgrade. This project shall increase the primary electrical service capacity by 1000 KVA and provide a comparable increase in emergency power generating capacity. Work includes new high voltage feed, two additional transformers of minimum 1000 KVA in size, two low voltage step down transfomers, conduit and manholes systems, two engine generators, fuel facilites, a generator building, switchgear, emergency transfer switches, panelboards, conduit and wiring all in support of increasing the electrical capacity of the main hospital. A new building space for the added primary electrical switchgear, transformers, emergency generators, and related equipment will be required. Utility services, site landscaping and site improvements will be required. Relocation of existing above-ground and subsurface utilities as needed to accommodate the new construction. Work may require modifications to existing HVAC, plumbing, fire protection, electrical, communication, security, alarm and medical gas systems. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.) as well as qualifications of the team and experience in performing the work requirements stated above. Please include a specific design/build example that team has performed. Include any experience working in a hospital environment. Proof of bonding capability is required. Responses are limited to twenty pages. Firms interested shall provide the above documentation in one original form and one copy. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
