Description
The U.S. Army Corps of Engineers, New England District is issuing a Sources Sought Announcement for Design/Build project for a Supply Processing & Distribution (SPD) Addition, Veterans Affairs (VA), Boston, Massachusetts to determine the interest, availability, and capability of Service-Disabled Veteran-Owned, 8(a), HUBZone and Small Business concerns as described below. The NAICS code for this procurement is 236220. The estimated construction cost is between $5,000,000 and $10,000,000. The work involves design/build of a new single story addition attached to Building #3 to house the supply processing and distribution area (6,000 s.f.) and provide space for administrative functions. This addition is adjacent to patient care areas and will be located in space created by the demolition of Building #21 (former theater). The solicitation will contain a 35% conceptual design and the selected contractor will be required to take the design to completion and ultimately construct the building. The new SPD addition will be designed per VA Space Planning Criteria, Chapter 285 Supply Processing and Distribution (SPD). VA standards on cross contamination and physical separation of soil, clean and sterile areas are to be maintained. The addition will involve architectural design and enhancements to create a functional area. Work will include new energy efficient HVAC systems, electrical, fire protection, security systems, shelving, and plumbing. The decontamination area and clean area will be configured to comply with VA criteria and provide for an efficient working environment. The design shall incorporate structural components to allow expansion of the building in the future if needed. It is envisioned that the structure will be designed to allow the future construction of a second floor to the addition. The work will also include upgrading existing architectural, plumbing, HVAC, electrical systems to improve work flow, environment and infrastructure. It will correct the existing states of Infection Control (deficient), Space (deficient), HVAC (deficient) and Finishes (deficient). It will correct Facility Condition Assessment of D ratings in each of these areas. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.) as well as qualifications of the team and experience in performing the work requirements stated above. Please include a specific design/build example that team has performed. Include any experience working in a hospital environment. Proof of bonding capability is required. Responses are due February 13, 2009. Responses should be addressed to the U.S. Army Corps of Engineers, New England District, 696 Virginia Road, Concord, MA 01742-2751, ATTN: Ms. Tina Krawczyk. Responses are limited to twenty pages. Firms interested shall provide the above documentation in one original form and one copy. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
