- General Services Administration Rocky Mountain Region, Colorado Service Center Expressions of Interest and Notice of Intent to Solicit Using Other Than Full and Open Construction and Leasing Of Office/Laboratory Space Pre-Solicitation Announcement The Federal Government has a requirement for the construction and full service leasing of a new Wildlife Disease Research Building (WDRB) to be located at 4101 LaPorte Avenue, Fort Collins, Colorado on land to be leased from Colorado State University. The building will be occupied entirely by U.S. Department of Agriculture and other Federal tenants as determined by the General Services Administration. The National Wildlife Research Center (NRWC) presently has a long term ground lease with Colorado State University. The successful Offeror will enter into a ground lease with the University and a full service building lease with the General Services Administration (GSA). The proposed building shall contain approximately 13,000 BOMA office area (useable) square feet of office and laboratory space for use by the tenant for personnel, furnishings, equipment, and public use areas. The space shall be designed and constructed to meet the requirements of a self-contained Bio-Safety Level (BSL)-3 Laboratory and BSL-3 Ag animal holding and testing space. The building must be capable of being fully accessible to the physically handicapped, must meet minimum seismic requirements and will be subject to any and all other building or construction rules, regulations, laws and/or ordinances on the local, county, state and federal levels as they may apply. The Government may enter into a sole source procurement with Colorado State University in the event interested party(ies) are unable to indicate they are highly qualified to meet the Government’s requirements for past performance. In making such a determination, GSA will consider past performance factors including the ability to finance, develop, construct and provide full service operation of facilities of similar complexity. Interested parties will also need to provide evidence that they are able to secure the necessary land lease from CSU. The government is seeking a 20-year firm term lease with two 5-year options. The General Service Administration does not have the Authority or does not intend to seek authority to award a lease that exceeds the congressionally imposed Prospectus Threshold. Such space shall be ready for occupancy no later than fall of 2012. Brokers or agents may represent the prospective landlord, but any Expressions of Interests or proposals submitted by brokers/agents must be accompanied by written evidence that they are authorized to represent the building’s ownership.
