- Wahpeton Stage 3A Levee Construction, City of Wahpeton, Richland County, North Dakota. The City of Wahpeton, ND, is located approximately 45 miles south of Fargo, ND/Moorhead, MN at the junction of the Otter Tail, Bois de Sioux and Red Rivers. Wahpeton Stage 3a is construction of levees and associated features between 4th Avenue South and 4th Ave North. Construction consists of 2700 feet of new levee construction, riprap bank protection, inspection trench, removal of existing levee, construction of a new bituminous parking lot and levee access points, concrete sidewalk and curb and gutter, ditching, storm sewer modifications, sheet pile wall, a concrete overlook, recreational site furnishings, lighting, landscaping, topsoil and seed. The North American Industry Classification System (NAICS)code is 237990 with a small business size standard of $33.5 million. The estimated price range for this requirement is between $1 and $5 million. This is a sole source set-aside per authority of 10 USC 2304(c)(5).
