- This notice does not constitute a request for quotes (RFQ) and submission of any information provided in response to this announcement is purely voluntary, and the Government assumes no financial responsibility for nor costs incurred. This notice of intent is not a request for competitive proposal, however all responses received within (15) days after publication will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a future competitive procurement. This announcement is a set-aside sole source, FAR 6.302-1. The National Institutes of Health, National Institute on Deafness and Other Communications Disorders (NIDCD), intends to negotiate on a sole source basis with Cosmos Information Solutions, Inc. 5804 Morning Glory Lane, Plano, TX 75093 to upgrade Nanoscope V Control Station. The period of performance will be through January 21, 2010. Selecting another vendor would result in significant delay of scientific research and additional cost to the federal government. To procure from another vendor would void manufacturer's warranty. The contractor will perform training services on-site; and diagnosis new Nano-Bio AFM Systems. This requirement is classified under the North American Industry Classification System (NAICS) code 812191, size standard 500 employees. Interested parties shall review the above requirements, and submit a statement of interest which shall include: (1) documentation of the capabilities of meeting the government’s requirements; 2) at least three (3) references documenting successful past performance in meeting the Government’s specifications. The response must also include the prompt payment discount terms; the Dun & Bradstreet number (DUNs), the Taxpayer Identification Number (TIN) and the Offerors Business size. The offeror must be registered in the Government’s Contractor Registry System. Note: www.ccr.gov. This acquisition is being conducted under FAR Part 13, simplified acquisition procedures. 01 NS5U Upgrade to NanoScope V 1 91,875.00 91,875.00 Control Station Hardware/software upgrade which provides all the advanced capabilities of the NanoScope V Control Station, along with the necessary electronics for one MultiMode or one Dimension 3100 SPM for NanoScope V compatibility. -- Includes NanoScope V control electronics, new Pentium computer, currentNanoScope software, and electronics upgrade for one existing SPM. -- For Dimension 3100 Series SPMs, this upgrade provides a new back panel; for MultiMode SPMs, it provides a new 37-pin adapter (Model 37PA). Both will receive a 15-pin cable (for use with optional Application Modules). -- Recommended upgrades include Q-control upgrade of scan head (Model DAFMLNQU-AM for Dimension AFMs and Model MMLNQU for MultiMode AFMs) and Application Module upgrade of scan head (Model DAMHU for Dimension AFMs and Model TVOH-MMAFMLN-AM for MultiMode AFMs).-- REQUIRES return of certain existing AFM hardware following NanoScope V installation. Items to be returned include the NanoScope controller and Digital Signal Processor (DSP or DSI) board from the existing Control Station controller (Models E, Please see last page for terms & conditions.) II, III, IIIa, IV or IVa), plus the Extender Electronics Module (Models PHASE-01, PHASE-R, PHASE-D01, PHASE-D02, QUADREX) if AFM system is equipped with PHASE. If controller is not returned within 30 days following upgrade installation, the customer will be invoiced the full price of the NanoScope V Control Station upgrade. REQUIRES purchase of a minimum of one-day installation/training and customer-supplied twin monitors capable of 1280x1024 Small Fonts or one monitor capable of 1600x1200 Large Fonts. REQUIRES purchase of cable clamp Model VT-103-CC5-2 if upgrading the NanoScope Control Station for a Dimension Series SPM currently housed in an older VT-103-3K Integrated Acoustic/Vibration Isolation hood. NOTES: 1) NOT compatible with older Model 4PTPRB accessories. 2) NOT compatible with Model DAFMET Metrology Heads, IS3K acoustic hoods or ELCON electronics consoles. 3) NOT compatible with Dimension 3000 microscopes.
