Description
Questions in response to the Request for Information, LFF Strategic Energy Plan for Camp Lejeune Question 1. Did a contractor or vendor fulfill the same or similar work before? Answer 1.No, this is a new effort. Question 2. Are there preexisting contracts that provide the same or similar work? If there are, please provide: Contractor, contract number, contract value and expiration date. Answer 2. No, this is a new effort that we have not had done before. Question 3. Please clarify whether this initial SON covers two or three installations. Specifically, the SON notes three: Marine Corps Base Camp Lejeune, Marine Corps Air Station New River, and Marine Corps Air Station Cherry Point. The synopsis did not include Marine Corps Air Station New River. Answer 3. All three installations are included. MCAS New River is adjacent to MCB Camp Lejeune and was left off initially, though the intent is for the plan to address all three installations Question 4. Please clarify what are the envisioned requirements of a "smart grid"? Within the industry the term "smart grid" can cover a large number of capabilities. It would be beneficial to responders if the USMC would elaborate on what their vision of a smart grid is. Answer 4. We don't have a specific vision for how Smart Grid might be applied to our bases or what capabilities may come from this. We are open to learning about capabilities that can be advantageous for us to use and so do not want to narrow the potential effort. Question 5. Sub Task 1a and 1b used the term "dramatically reduce energy consumption". This is a very broad term and it would be beneficial to responders if the Navy would elaborate on what they envision as "dramatically reduce". In the case where installations have implemented an aggressive energy program and already experience 20% reduction, a 5% reduction might be considered a "dramatic reduction". On the other hand an installation which was just implementing an aggressive program could experience a 20% reduction. Answer 5. We expect that through a thorough review of the energy/utility landscape in the region around our bases, emerging technologies, and innovative business models that we will be able to meet and exceed legal mandates to increase the energy efficiency of our facilities, reduce fossil fuel dependence and increase our use of renewable energy. This means going beyond the obvious "first order" actions, which are important, but don't necessarily, as you point out, get us to our goals. The expected result of the plan is to let us know where we should apply our resources and efforts to achieve this.
