Description
The U.S. Army Engineering and Support Center in Huntsville, Alabama (CEHNC) intents to solicit competitive proposals on a restricted basis and award multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts for the procurement of Army Resource Efficiency Manager (REM) services. Contractors will be required to demonstrate their ability to provide REM services at multiple locations within the United States and its territories. REM is an innovative management approach (Human Performance Based) that focuses on reducing energy and other resource consumption, saving money, and helping the environment. The REM program augments existing facility resources and focuses on no-and low-cost opportunities to reduce energy consumption in real time, including behavior aspects of energy end uses and operation and maintenance measures. Under the REM Program, full-time Resource Efficiency Managers support facilities efforts to reduce energy costs and consumption and meet their mandated energy conservation goals. The objectives of the REM program are to identify and implement readily attained cost saving initiatives in energy, water, and resource conservation. REM contractor services include, but are not limited to, analysis of energy end uses and distribution systems, identifying opportunities for energy and emission reductions, strengthening energy management programs, conducting awareness training, developing and executing energy projects, providing measurement and verification support, preparing documentation to obtain energy efficiency rebates and incentives, collecting and accumulating consumption data, assembling data in prescribed formats, analysis of the data, providing decision making support information and recommendations in reports and briefings, and responding to related This acquisition is a multiple award competitive small business set aside and may result in up to five (5) Indefinite Delivery/Indefinite Quantity (IDIQ) contracts being awarded with a base and four option years. The total estimated value for this procurement is $40,000,000 over a period of 5 years. Award type will be firm fixed price. Anticipated contract award date is not later than 1 April 2008. Request for Proposal W912DY-09-R-0012 will be issued on or about 20 February 2008 and proposals will be due on or about 17 March 2008. Interested parties are strongly urged to register with FedBizOpps at www.fbo.gov to download the solicitation and to monitor the site frequently for amendments or other information. The solicitation will be issued on or about 20 February 2009 and may be accessed and downloaded at FedBizOpps or the ASFI website at https://acquisition.army.mil/asfi after it is issued. No paper, email or fax copies will be provided. Responsibility for obtaining the solicitation and any amendments rests solely with potential offerors. The solicitation will include all necessary information and instructions. Request for information received prior to solicitation issue will not be addressed. All proposals from responsible offerors will be considered. To be eligible for award, offerors must have a current, valid registration in the Central Contractor Registration (CCR) at www.cr.gov.
