Description
This procurement is for Single Point Mooring Double Leg Hawser Systems. This is an unrestricted procurement with a base plus four option years. Award will be made to the responsible offeror whose proposal, conforming to the solicitation, represents the best value to the Government in terms of price, past performance, and other non-price (technical) factors. This is an IDIQ contract with pre-established fixed contract prices. This procurement includes the fabrication, assembly, testing, marking, packaging, and shipping necessary to furnish buoy sets of mooring hawsers to be used for pre-positioned ships in the Marianas Islands area. A buoy set consists of two complete hawser systems. The contract shall provide for the purchase of up to four buoy sets per contract year. Ships are not equipped to handle chafing chain. The North American Industry Code Standard is 314991 and the size standard is 500 employees. A minimum of 2 hawser systems or 1 buoy set is guaranteed to be! ordered under the contract. Contractors are not guaranteed orders in excess of the minimum guarantee. The Government intends to evaluate proposals and award a contract without discussions. Selection for award will be based on evaluation of the following: Factor 1 - Past Performance of Offeror; Factor 2 - Technical Capability of Offeror; Factor 3 - Socioeconomic Program; and Factor 4 - Price. Best Value Source Selection procedures will be used and award will be made to the offeror whose proposal is the most advantageous and offers the best value to the government, price and other factors considered. THE SOLICITATION WILL BE AVAILABLE IN ELECTRONIC FORMAT ONLY. The RFP will be posted on the website at http://www.neco.navy.mil on or about February 9, 2009. No hard copies will be provided.
