Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is VA-776-09-RQ-0017 and is issued as a Request for Quotation (RFQ). This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is an unrestricted solicitation and NAICS Code is 1541512 with a size standard of $25M. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-29. Closing date for this notice is 15:00 EST 02/20/2009. RESPONSES SHALL BE SUBMITTED VIA E-MAIL TO THE CONTRACTING OFFICER AT GREGORY.WATTS3@VA.GOV. Period of Performance: To be proposed in contractors performance work statement. The base period of performance will not be longer than (1) one year from date of award with (2) one, (1) one year option which will be exercised at the discretion of the government. Type of Order/Contract: Firm Fixed Price Place of Performance: Work performed under the resulting contractual action will be at the VA facilities listed below during normal tour of duty from 8:00 A.M. to 4:30 P.M., Monday through Friday. The vendor will be required to implement the solution(s) at the following sites; Department of Veterans Affairs Central Office 1800 G Street, Room 444 Washington, DC 20420 Department of Veterans Affairs 728 TJ Jackson Drive Room 2 Falling Waters, WV 25419 Department of Veterans Affairs 728 TJ Jackson Drive Room 3 Falling Waters, WV 25419 STATEMENT OF OBJECTIVES (SOO) VA Information Protection (IP) Distance Learning Training Program (DLT) PURPOSE: The Department of Veterans Affairs (VA), Office of Information and Technology (OI&T), Information Protection and Risk Management Service, Office of Cyber Security is implementing an IP Distance Learning Training Program to improve Information Security Training initiatives for all VA Administrations across the Department. BACKGROUND: The IP Distance Learning Training program directly supports Information Security training mandated by the Federal Information Security Management Act of 2005 for all VA personnel with significant Information Technology roles and responsibilities. The goals of VA are to utilize an IT architecture and video teleconferencing (VTC) educator systems to centralize computing resources and gain efficiencies in the delivery and administrative management of desktop/server images for the clients in the classroom. This program will support multiple clients with just a few servers, thus eliminating the 1:1 mapping of user to hardware and reduce hardware, software and maintenance costs. This SOO is specific to the installation and configuration of the equipment that will support the Falling Waters, WV Regional Training Classrooms, and a Regional Training Classroom at VA Central Office, Washington DC. This SOO describes the high level objectives of the Distance Learning Training Project in order to assist the contractor in determining the required support, develop the proposed schedule for implementation, develop a plan to maintain continuity of service delivered, and to propose the best possible firm fixed priced solution. SCOPE: This Statement of Objectives (SOO) reflects current VA policies and practices, allowing the Contractor to provide a full range of best practice and industry leading services. The scope of this project is to provide a Distance Learning Training solution that will provide the installation, implementation, and management of Information Technology and Audio/Visual equipment and software with existing equipment and infrastructure with one year 24/7 maintenance support. The solution will integrate IT thin client appliances with existing IT infrastructure and Audio/Visual equipment with existing Tandberg Video Teleconference Educator Systems. Hardware and software for this solution will be installed in three classrooms in two separate locations and support a total of 113 user connections. All equipment and software installed shall meet all Federal and Department of Veterans Affairs information security directives and configuration requirements. The Contractor shall propose and price a solution that satisfies requirements designated herein. PROGRAM OBJECTIVES: The Contractor has flexibility to present tradeoffs that will meet the OI&Ts objectives listed below. The IP Distance Learning Training Project will use mature project management practices to implement the IT infrastructure that will support the OI&Ts Regional Training Classrooms 2 and 3 at Falling Waters, WV and Classroom 444 at VAs OI&T Central Office, Washington D.C. location. The following is OI&Ts high-level definition of the initial design, implementation, and post-implementation phased approach and is not intended to restrict or limit the contractors ability to offer innovative planning, best business practices and approaches. OI&T is seeking an Offeror that is a leader in designing and implementing information technology systems, knowledgeable in information technology system architecture, creative, innovative and capable of delivering a complete performance based information technology solution based off the following objectives. LINE ITEMS [1, 2, AND 3] - DESIGN PHASE OBJECTIVES: General Services: Provided engineering, consulting and program management services that will ensure VA OI&T a complete and workable solution. Offerors should bear in mind that OI&T not only desires an outstanding solution but want a contractor capable and willing to educate the support staff of the in and outs of the projects systems architecture, maintaining, and operating the contractors solution. Assessment: These activities include any network discovery and documentation that needs to be completed, definition of project roles and responsibilities, and the development of a high-level project plan and perform a thorough assessment of the sites and existing IT environment. Solution Development: This includes technology design sessions, where the contractor will engage VA staff in bi-directional dialogues to educate staff while staff informs the contractor of any details particular to the environment that might be critical to the projects success. Testing and Validation: During these activities, the contractor will explore any unknown factors with the design or implementation plan, and validate (or invalidate) any critical assumptions made in the initial plan. Validation of OI&T Estimated Bill of Materials: The contractor will need to validate OI&T ESTIMATED BILL OF MATERIALS and ensure that it contains all of the required hardware, software, and supplies needed in order to implement, manage, and install hardware and software thats required in order too provide a complete solution. Acquisition of Additional Materials: Prior to the start of the IMPLEMENTATION AND BUILD PHASE the contractor shall provide to the CBC CONTRACTING OFFICERS TECHNICAL REPRESENTATIVE (COTR) and CBC Contracting Officer in writing any changes to or additional labor, hardware, software, and supplies that are required to complete the proposed solution. Proof of Concept: Before beginning the IMPLEMENTATION AND BUILD PHASE, the contractor will conduct a proof of concept to prove the design in a live environment. LINE ITEMS [1A, 2A, AND 3A] - IMPLEMENTATION AND BUILD PHASE OBJECTIVES : IMPLEMENTATION: After successful completion of the previous phases, the contractor will conduct the rollout of the technologies and methodologies solidified during Proof of Concept. Documentation & Knowledge Transfer: In accordance with the philosophy of maximizing potential for success by empowering the customer to manage the technology deployed, the contractor will bring focus to documentation, knowledge transfer and training once the implementation is complete. LINE ITEMS [1B, 2B, AND 3B] - TRAINING CLASSES OBJECTIVES: Training: Classes will be provided for on-site support staff and will be held onsite or at an agreed upon training facility. Training shall be priced on a per class basis. All Classes must be completed within 60 days of deploying the IT infrastructure. 20 business days LINE ITEMS [4, 5, AND 6] - POST-IMPLEMENTATION SUPPORT PHASE OBJECTIVES : Post-Implementation & Support: The Post-Implementation and Support phase gives the contractor the opportunity to identify and resolve any open issues, and identify any additional needs moving forward that the contractor may be able to support. IT Lifecycle Strategies: Provide a written strategy for Technology Refresh, Financial Services Strategy, and Asset Recovery throughout the lifecycle of the system based off current information technology best business practices for all IT assets that were implemented for this solution. Transition and Exit Plan: Implement a transition plan that provides for an orderly transition of infrastructure services back to the VA staff as needed. Provide the COTR with a written copy of the transition and exit plan. LINE ITEMS [7,7A, 8,8A, 9, AND 9A] - OBJECTIVES FOR OPTION YEARS 24/7 MAINTENANCE & SUPPORT 24/7 ONSITE MAINTENANCE SUPPORT & SERVICES WITH PHONE SUPPORT: Option years for 24/7 onsite maintenance support and service with phone support service for the solution installed at: OI&T Department of Veterans Affairs Washington DC Room 444. OI&T Department of Veterans Affairs Falling Waters WV Room 2. OI&T Department of Veterans Affairs Falling Waters WV Room 3. *Option Years will be exercised at the discretion of the government. * * SEE SITE DRAWINGS IN SECTION D.7 AND D.8 * Any components, e.g. hardware or software, proposed by the contractor that require conversion or training costs to implement into the existing infrastructure or that may be incurred by implementing the contractors proposed solution for design, implementation, ongoing operations, or maintenance, must be identified and included in the contractors cost proposal.
