- NASA is hereby soliciting information about potential sources for the NationalAeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) WallopsFlight Facility (WFF) by soliciting capability statements and information from potentialsources for services in support of the Safety Office consisting of the Range SafetyOfficer (RSO) function, the Range Safety Branch (Ground and Flight Safety), and theSafety and Mission Assurance Branch. The requirements for this effort include providingengineering and/or technical expertise to:1. develop requirements documents and test plans for the certification of safety criticalrange systems and safety project support personnel;2. research innovative technologies and techniques to improve range safety processesincluding analysis tools and techniques;3. support NASA training development of pre-mission analysis as well as real-timeoperational support;4. serve on safety teams for mission operations, including remote operations around theworld as needed;5. represent the RSO at team meeting and reviews, including serving on review panels;6. configure real-time mission graphics systems and support data flow testing to certifyreal-time configuration;7. support range and institutional safety audits;8. perform ground and flight safety risk analysis and operational planning for suborbitaland orbital vehicles including documentation, presentation, compliance oversight, andoperations support;9. provide Flight Termination Systems and liquid fueling requirements and operationsexpertise;10. provide highly skilled personnel to perform industrial safety program oversight withan emphasis on strict compliance with NASA and OSHA standards related to facilityoperations and construction of new facilities and complex systems;11. provide Certified Safety Professional support; and 12. provide expertise in mishap investigation, safety awareness programs for a largeindustrial facility and safety consultation for industrial safety topics. GSFC is seeking capabilities from all potential sources for the purpose of determiningthe appropriate level of competition. This requirements NAICS Code is 541330, sizestandard $4.5M. This sources sought synopsis is for informational and planning purposesonly and is not to be construed as a commitment by the Government nor will the Governmentpay for any information solicited. Since this is a sources sought announcement, noevaluating letter and/or results will be issued to the respondents. Respondents deemedfully qualified will be considered in any resultant solicitation for the requirement. You are requested to provide electronic responses (20-page maximum including attachments)via email to the primary Point of Contact (POC) for this requirement. Your response isrequired by February 18, 2009.To facilitate a prompt review by the NASA Team, aone-page summary shall be included with your capability statement(s), which identifiesyour companys specific capabilities that are relevant to the requirements. Specificengineering and/or technical examples of relevant experience, including detaileddescriptions, are recommended.Companies are also requested to provide their name;address; primary POC and telephone number; companies average annual revenues for the pastthree years; total number of employees; your Government size standard/type classification(Large, Small, Small Disadvantaged, 8(a), Woman-owned, Service Disabled Veteran, HUBZone,business, or Historically Black Colleges or Universities) on the summary page.Thesummary page will not count against the maximum page limit. It is insufficient toprovide only general brochures or generic information.NASA GSFC WFF is also interestedin potential contractor feedback relating to subcontracting opportunities for the variouswork requirements, given the possibility that the total requirement may be competed on anunrestricted basis. This feedback would be used as research information to support theanalysis and development of subcontracting goals. This feedback should also be providedelectronically via e-mail to the primary POC by February 18, 2009. Responses must include the following: name and address of firm, size of business;average annual revenue for past 3 years and number of employees; ownership; whether theyare large, small, small disadvantaged, 8(a), HUBZone, and/or woman owned; number of yearsin business; affiliate information; parent company; joint venture partners; potentialteaming partners; prime contractor (if potential sub) or subcontractors (if potentialprime); and list of customers covering the past five years (highlight relevant workperformed, contract numbers, contract type, dollar value of each procurement, and pointof contact (including address and phone number).
