- Description
- The U.S. Army Joint Munitions and Lethality Contracting Center, PicatinnyArsenal, NJ, on behalf of PM Crew Served Weapons has a requirement for thefabrication and delivery of 5.56MM M249 Squad Automatic Weapons, to theGovernment Technical Data Package (TDP) Part Number 9348199). The M249 Squad Automatic Weapon (SAW) is to be manufactured,inspected,assembled, packaged, and shipped in accordance with the GovernmentTDP and tested in accordance with the M249 Weapon Specification. The M249 SAWis a gas-operated, linked ammunition belt fed, 5.56MM machine gun capable ofbeing fired from either the bipod or mounted on a tripod/ground mount orvehicle mount to provide sustained accurate fire in support of infantryoperations. This procurement will be restricted to firms in the U.S. and Canada only. A Technical Data Package (TDP) will be an Exhibit to the solicitation and willbe marked with a "Distribution D" restrictive marking which limitsdistribution to Department of Defense and U.S. DoD contractors. This TDPcontains technical data whose export is restricted by the Arms Export ControlAct (Title 22, U.S.C., Sec 2751, et seq.) or the Export AdministrationAct of 1979 (Title 50, U.S.C., App. 2401 et seq), as amended. Violations ofthese export laws are subject to severe criminal penalties. To obtain a copy of the TDP: Once the solicitation is released interestedparties must mail/email a signed and approved DD Form 2345 Military CriticalTechnical Data Agreement along with a completed and signed AMSTA-AR Form 1350Technical Data Request Questionnaire, U.S. Government Non-Disclosure / Non-UseAgreement, and FN Herstal Non-Disclosure / Non-Use Agreement. The Request for Proposal (RFP) will be released on/about 11 February 2009 fora Firm-Fixed-Price Indefinite-Delivery, Indefinite-Quantity Contract with fiveordering periods. The maximum contract ordering quantity is 20,553 each M249Squad Automatic Weapons. The minimum contract ordering quantity is 5,140 eachM249 Squad Automatic Weapons. Proposals will be required within forty-five(45) days after release of the solicitation. A First Article Test is required for ten (10) weapons one hundred eighty (180)days after contract award. Production deliveries will commence seventy five(75) days after approval of the First Article Test Report. Productiondeliveries will start at a rate of 150 weapons per month ramping up to a rateof 750 weapons per month. All responses to this pre-solicitation notice shall be in writing (EnglishLanguage).
