- Under Statutory Authority 41 U.S.C. 253(c)(1), the VA Great Lakes Acquisition Center anticipates entering into sole source procurement negotiations with Molecular Devices Corporation., Sunnyvale, CA for a SpectraMax M5e Dual Monochromator Microplate Reader at the VA Medical Centers located in Milwaukee, Wisconsin. The product provided by Molecular Devices Corporation is the only product that has the features or capabilities identified to allow for a free change in wavelength, both excitation and emission, it is possible to measure almost any fluorophor without additional equipment or parts being purchased. Other similar units do not have this ability and do not allow for Fret Analysis. This is the only non-cube based fluorescence unit. It has the ability to self modulate in order to measure all fluorophors without changing, adding, or removing any filters or components. It also has the ability to accomplish Fret Analysis which other units do not possess. This is also the only unit that can scan all wave all wavelengths (300-700nm) at 10nm increments and do Fret Analysis for the co-localization of two molecules as well as measure all fluorophors. This announcement is for supplies for which the Government intends to solicit and negotiate with only one source under FAR 6.302-1. The above authority is cited and justification made based on the determination that the Government's minimum needs can best be satisfied by supplies available from one source. This notice of intent is not a request for competitive proposals. Other persons may identify their interest and capability to respond to this requirement by 28 January 2009 at 1600hrs. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement. All interest received on or before 28 January 2009 will be evaluated by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation document is available.
