The Naval Air Systems Command (NAVAIRSYSCOM) PMA-275 intends to award a modification on a Sole-Source basis under BOA N00019-05-G-0008, Order 3018 to Raytheon Technical Services Company (RTSC) to provide additional products for the NAVAIR V-22 team in the areas of Situational Awareness(SA)/M-V22 Blue Force Tracking (MBFT) and MV-22 Netted Weather (MNW) systems. This effort requires intricate knowledge of avionics systems, V-22 avionics simulation and test software, V-22 avionics laboratories, and related products used by the V-22 platform. The MV-22 platform is in its initial deployment in Iraq; the CV-22 platform just completed its Initial Operational Test and Evaluation (IOT&E) and is expecting its initial deployment in FY09. It is expected that rapid responses will be required to address issues found during the deployment and testing of the V-22 platforms, and RTSC is the only known source that has the prerequisite knowledge and expertise required to execute the following efforts without significantly impacting schedule and cost constraints of the program: (A)SA/MBFT & MNW – RTSC will provide design, development, integration, and support for the MBFT and MNW systems. The MBFT effort provides the capability to net enable the MV-22 per the Joint Requirements Oversight Counsel (JROC) approved convergence plan to achieve a single Army – Marine Corps joint blue force situational awareness capability. The MV-22 will be provided the capability to send, receive and display Blue Force Tracker (BFT) information. The MNW effort provides the capability for pilots and troops onboard the MV-22 with the capability visualize weather conditions overlaid on a moving map while en route and operating in CONUS. The Navy intends to award a Sole-Source, Cost Plus Fixed Fee Task Order modification for this requirement. The estimated period of performance is from 01 March 2009 through 31 December 2009. The estimated issue date for this modification is 01 March 2009.
