- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitations and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RFP). This procurement is for the repair and maintenance of 1 Mass Spectrometer Instrumentation in accordance with the attached Performance Work Statement (PWS). Repair, maintenance, and calibration of this equipment is necessary to preclude unexpected interruptions in research performance for projects supported by AFRL/RHDR. A description of the effort is below: Contract Line Item 0001 Repair and Maintenance of 1 Mass Spectrometer in accordance with the attached PWS. This is an intention to Sole Source to limited sources. The solicitation document and incorporate provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-29(effective 19 January 2009) and Defense Federal Acquisition Regulation Supplement change notice 20090115. FAR 52.212-4 and 52.212-5 applies to this acquisition. WAWF procedures also apply. FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. FAR 52.212-2, Evaluation - Commercial Items, applies. Technical capability will be evaluated by how well the proposed product meets the government requirement instead of predetermined sub-factors. Evaluation Basis for Award: Award will be made to the offeror who has the lowest priced, technically acceptable proposal. It is the offeror's responsibility to be familiar with applicable clauses and provisions. The period of performance is 12 months from date of award.
