- The U.S. Department of Commerce, Marine Fisheries Service in Miami, FL intends award a blanket purchase order for emergency dolphin capture services for the Southeast Fisheries Science Center (SEFSC) Stranding Program. The Marine Mammal Health and Stranding Response Program is based at the SEFSC Miami Laboratory. The program is responsible for response and rescuing of ill and injured marine mammals within the Southeast Region (SER) of the U.S. Small cetacean entanglement and out of habitat rescue are among the type of rescues that are conducted within the SER and requiring capturing and disentangling and/or relocating of cetaceans. Rescues such as these vary from 1-2 to 5-6 per year. The Marine Mammal Health and Stranding Response Program is based at the SEFSC Miami Laboratory. Entangled dolphin, out of habitat rescues happen at a moment's notice, and require emergency response. The estimated annual cost is not to exceed $15,000.00. Individual call orders shall not exceed $3,000.00.Catching dolphins is considered a "take" and is illegal under the Marine Mammal Protection Act. To capture ill or out of habitat dolphins for rescue purposes contractors must be NMFS approved. The Contractor shall: 1) Provide a small boat safety rated vessel. 2) Provide at least one additional personnel to handle and deploy net during the capture effort 3) Work under the authority of a pre-identified capture lead or NOAA Fisheries Interagency Consultant if present. 4) Provide transport of the dolphin if deemed medically unstable and in need of medical treatment. 5) Provide documentation that verifies the vendor is NMFS approved to capture dolphins for rescue purposes.. This is a small business set-aside. The NAICS code for this action is 114119. Business size standard not to exceed $4.0M. This supply is being procured under the guidelines of FAR Part 12, Commercial Items Procedures. Interested parties can request a copy of the Request for Quotation on or about January 27, 2009.
