W9128F-09-S-S003--THIS IS A REQUEST FOR INFORMATION (RFI) FOR SMALL BUSINESS AE FIRMS INTERESTED IN ACCESS CONTROL POINT WORK TO BE ADVERTISED IN THE FUTURE. THIS RFI IS FOR PLANNING PURPOSES ONLY and is NOT a pre-solicitation Notice of Solicitation issuance. Response to this RFI is strictly voluntary and will not affect any firm or corporations ability to submit an offer if and when a formal solicitation is issued. There is NO bid package or solicitation document associated with this RFI. The RFI information is for planning purposes ONLY. It does not constitute a commitment implied or otherwise that a procurement action will be issued. NO entitlement to payment by the Government of direct or indirect costs or charges will arise from or be the result of the voluntary submission by interested offerors of their information. Any information submitted by interested offerors considered by them to be proprietary must be properly marked. Properly marked proprietary information will be safeguarded in accordance with the applicable Government regulations. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. The purpose of this RFI is to gain knowledge of interest, offeror capabilities, and offeror qualifications of those firms interested and responding to this RFI. Offerors responding must for any future solicitation issued, be able to pass security checks, have insurance and meet other regulatory requirements to gain access to military installations. The Omaha District, U.S. Army Corps of Engineers, on behalf of the Protective Design Center of expertise, is seeking information through this RFI about potential small business Architect Engineering (AE) sources interested and capable of providing engineering services for access control points (ACP) design under the North American Industry Classification System (NAICS) code 541330, Architect and Engineering Services having a small business size standard of $4.5 Million Dollars. Sources interested in this RFI announcement as Engineering Service providers should have a background and experience in Army installation access control, traffic engineering, traffic safety, roadway design, and facility design. The facilities involved in access control points are typically single story structures up to 3,000 square feet. Some ballistic resistant design is required along with potential for design of structures with siting that provides less than the stand off distance required for conventional construction (DoD Minimum Antiterrorism Standards for Buildings, UFC 4-010-01). Types of services required with advertised future solicitations would include site investigations, concept designs, final designs, construction phase services, studies, and reports at locations throughout the Continental United States (CONUS), including Alaska, Hawaii, and Puerto Rico. Interested A-E Service providers should provide, in a six (6) to ten (10) page document, demonstration through project examples of recent or within the last 5 to 7 years, specialized experience of the responding firm and all of its sub-consultants in the following: 1) traffic engineering and traffic safety; 2) interpreting and application of Army Access Control Points Standard Definitive Design dated December 2004; 3) interpreting and application of Army installation access control standard designs; 4) interpreting and application of the DoD Minimum Antiterrorism Standards for Buildings; 5) development of facility designs; and 6) construction cost estimating support. A basic Building Information Model (BIM) has been developed for two of the common structures (Visitor Control Center and Gatehouse) used in typical Army ACP designs that is not furnished with this RFI but would based on the findings of this RFI, be furnished with a resultant advertised solicitation for ACP work. The use of BIM design may be required on specific project Request for Proposals (RFPs). When provided for such use, the service provider would be required to complete the design and provide an as-built BIM package. The service provider would be required to provide submittals at each stage in a three dimensional (3-D) interactive visualization using a known BIM Navigator. Based on qualifications, capacity to perform, and a capacity statement received in response to this RFI announcement a future acquisition may be solicited as a small business set aside. All Small Business A-E Community members, (Small Business (SB), Small Disadvantaged Business (SDB), including Section 8(a) participants, Women Owned Small Business (WOSB), Historically Utilized Business Zone (Hub Zone), Service Disabled Veteran Owned Small Business (SDVOSB) and Veteran Owned Small Business (VOSB) are encouraged to respond to this notice. An indefinite delivery indefinite quantity type contract may be awarded under a future solicitation announcement with a contract value of $5 Million Dollars having a maximum duration of five (5) years, consisting of a base year of 1 year and four (4) one year option periods to be exercised at the discretion of the Government. Offerors must be established and registered in the Central Contractor Registration (CCR) system. If small businesses who would submit on an advertised solicitation intended to enter a Joint Venture for a future solicitation, please note that in accordance with the Federal Acquisition Regulation FAR 52.219-14, Limitations on Subcontracting, the prime contractor is required to perform at least 50% of the labor with its own employees. Offeror submitted hardcopy information is required to arrive at the address listed in an original and two copies no later than close of business February 13, 2009. Close of business is considered to be 4:30 PM CDT (Omaha Time).
