- The Naval Surface Warfare Center, Carderock Division, Philadelphia Site intends to procure seven (7) unhardened specific LPD-17 Class Ships VME Remote Terminal Units (VRTU). The seven VRTU numbers are 7, 10, 21, 34, 38, 43 and 46. The VRTUs are to be modified/redesigned for laboratory environment, i.e. to be stripped off the hardened enclosure, the shock mounts, input power filter, din rails and other mounting hardware, I/O terminal blocks and media converters. In addition, the serial communication line OptoIsolator modules are to be removed. The VRTUs are the main component of the Engineering Control System (ECS) on the LPD-17 Platform, and provide the necessary interface between the control consoles and the ship system, equipment and sensors. Each VRTU contains a controller card and multiple Input/Output (I/O) cards. The type and number of the I/O cards depends on the types and numbers on the sensors that the VRTU is processing. The seven (7) VRTUs will compli! ment the ten (10) LPD-17 VRTUs currently installed in Control and Monitoring System Integration Lab (CMSIL). This purchase will enhance NSWDCCD, Philadelphia LPD-17 capabilities as the Software Support Activity (SSA) as mandated by NAVSEA, PMS 470. A Cost Plus Fixed Fee contract is anticipated. The Government intends to solicit and negotiate with only one source, L-3 Communications Marine System, 750 Miller Drive SE, Leesburg, VA 20175, under the authority of FAR 6.302-1. Interested parties may communicate their interest and capability to respond to this requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty (30) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract among responses to this notice is solely within the discretion of the Government. Written requests can be ! submitted to the Naval Surface Warfare Center Carderock Division Philadelphia Office, 5001 South Broad Street, Philadelphia, PA 19112-1403, Attn: Cindy Esposito, Code 3352. The solicitation will be released on or about 28 January 2009 and will close thirty (30) days thereafter.
