Description
DESCRIPTION: HQ ACC Acquisition Management and Integration Center (AMIC), Langley AFB, VA is in the process of determining the acquisition strategy for a potential requirement to provide system management and sustainment assistance to Counterdrug/Counter Narco-Terrorism (CD/CNT) programs and projects that enable the national drug policies of the US and its Partner Nation (PN) allies. As the force provider to USSOUTHCOM and USNORTHCOM, Air Combat Command utilizes contracted technical and analytical services to augment the HQ ACC/A6OK staff. This requirement is intended to provide technical support for the Hemispheric Radar System and other AFSOUTH supported CNT efforts in the SOUTHCOM sphere of influence. This requirement also supports a number of AFNORTH CNT initiatives within the NORTHCOM AOR. The period of performance will cover a 12 month base period starting approximately 1 Jul 09 with four (4) one-year options. This acquisition will be issued as a Request for Proposal (RFP) on or about 18 Mar 09 with proposals due on or about 1 Apr 09. Interested parties should review the draft PWS and provide comments on the draft PWS NLT the closing date of this synopsis. The applicable North American Industry Classification System (NAICS) code is 811219. This potential requirement may be set-aside for small business or set aside under another socioeconomic program such as Small Disadvantage businesses, 8(a) businesses, HUBZones, Veteran-Owned/Service-Disabled Veteran-Owned small businesses under the auspice of the Federal Acquisition Regulation (FAR) Part 19 pending the interest received in response to this synopsis. Interested small businesses that believe they have the capability to perform and are certified and qualified as a small business concern in NAICS code 811219 should respond to the POC cited within this synopsis with their small business affirmation under the above NAICS code. Responding small business will be required to submit a capabilities package outlining their capabilities in key areas as determined by the government and relevant to the performance of this requirement (see letter attached to this notice). We are also seeking information and comments from industry on the following areas that will be used to refine the requirement and acquisition strategy: a. ACC AMIC is seeking industry input on innovative ideas and/or identification of existing contract vehicles (DoD or Non-DoD vehicles) that could be used to meet the Government's time constraints with tentative award of 1 July 2009. In addition, request responding small businesses identify whether they have a GSA schedule that can support the services required in the PWS. b. The government believes this requirement is a commercial service; however in order to determine whether this requirement should be considered commercial for acquisition purposes in accordance with FAR Part 12, we are seeking industry comment to determine whether they believe this requirement meets the commercial definition of FAR 2.101. In addition, please address any major differences in the Government's requirement as identified in the draft PWS and similar requirements found in the commercial market place. c. What would your company suggest for contract type and why? d. Comment on the appropriateness of the NAICS code of 811219 used for this requirement.
