Description
Services to be purchased: Trucking services to transport aviation turbine and diesel fuel from Defense Fuel Supply Point (DFSP) Kabul-Tryco and DFSP Kabul-National, Afghanistan to DFSP Bagram, Forward Operating Base (FOB) Fenty (Jalalabad), and FOB Sharana, Afghanistan. Estimated Quantity to be Transported: 24,890,000 USG Performance period: July 1, 2009 through June 30, 2010 plus a thirty day carry over period. Security: NOT provided. Evaluation of offers received: These services will be competitively solicited and awarded using best value source selection procedures. The evaluation factors will be 1) Technical Capability, 2) Past Performance, and 3) Price. Multiple awards will be issued, with two to three awards anticipated. The responsible contractor that represents the best overall value will be the contractor that represents the best tradeoff between the factors evaluated. DESC may make an award to an offeror that is other than the lowest priced. However, DESC will not pay a premium price that it considers disproportionate to the benefits associated with the offeror's Past Performance and Technical Capability. Type of contract: Requirements / Fixed Price. If awarded a contract, the Government does not guarantee a minimum quantity to be transported. CENTCOM requirements: After award and before contract performance - All employees associated with the awarded contract MUST be registered / enrolled in: SPOT (Synchronized Predeployment & Operational Tracker) and BATS (Biometrics Automation Tool Set). Employees include, but are not limited to, executives and truck drivers. Private Security - If a contractor plans to use a private security company during performance, the contractor's security package MUST receive CENTCOM approval before contract performance.
