- Description
- The Fleet and Industrial Supply Center San Diego (FISCSD) Contracting Department intends to issue a Request for Proposal (RFP) for the acquisition of general administrative duties within the Administrative and Training Departments for organizational level (O-Level) support of Fleet Replacement Squadrons (FRS) and Test and Evaluation Squadrons (VX). This Presolicitation Notice ties to Presolicitation Notice N0024409R0009 that was cancelled on 4 December 2008 and to Sources Sought Notice N0024409R0012. The squadrons (with the estimated percentage of contract support in parentheses) are located at Naval Air Station (NAS) Whidbey Island, WA (11.4%); NAS Lemoore, CA (16.2%); NAS China Lake, CA (4.6%); NAS North Island CA (25.1%); NAS Patuxent River, MD (4.0%); Naval Station (NS) Norfolk, VA (13.8%); NAS Oceana, VA (5.6%); NAS Jacksonville, FL (14.1%); and NS Mayport, FL (5.2%). Functions will include routine administrative services, personnel services (military leave, pa! y, and travel), mail services, library services, record keeping, reports preparation, and general clerical tasks. Award will result in a single Cost plus Fixed Fee (CPFF) Indefinite Delivery Indefinite Quantity (IDIQ) contract. The requirement is 8(a) competitive set-aside. The small business size standard is $7.0M. Period of Performance is expected to be one base year plus three one-year options. Evaluation will be based on understanding the requirement, management plan, past performance, and price. The solicitation documents will be posted on the Navy Electronic Commerce Online (NECO) web link https://www.neco.navy.mil/. It is the responsibility of the interested parties to register with NECO and to download the solicitation, all attachments, and solicitation amendments. Offerors are encouraged to review the referenced web link frequently for updates to any documents. No paper copies of the RFP and its attachments and amendments will be available from the issuing o! ffice. The RFP will include instructions for preparation of offeror proposals. Central Contractor Registration (CCR) is mandatory for offerors (http://www.ccr.gov/) including completion of On Line Representations and Certifications (ORCA). To ensure integrity of the competitive solicitation procedures, only email communications to the assigned Contract Specialist will be accepted. Phone call communications will be redirected to email. Office visits to FISC San Diego or its internal and external customers for all issues pertaining to the competitive solicitation will not be permitted for the duration of the solicitation, evaluation, and award period.
