- The contract Department of Fleet & Industrial Supply Center, San Diego, in accordance with the Federal Acquisition Regulation (FAR) Part 15, as supplemented with additional information included in the solicitation number for this Request for Proposal is N00244-08-R-0020. The NAICS Code is 611699. A SEPERATE WRITTEN SOLICITATION WILL BE AVAILABLE FOR DOWNLOAD FROM THIS SITE ON FEBRUARY 4, 2009. The Government is looking for the following: SWIM INSTRUCTOR SERVICES, INCLUDING: RECRUITMENT AND ADVERTISING, PERSONAL TRAINING, AND UNDERWATER VIDEOGRAPHY. THE PERIOD OF PERFORMANCE IS BASE YEAR WITH TWO OPTION YEARS. Requiring Activity: Naval Special Warfare Center (NSWC). Requirement Description: The purpose is to ready prospective NSW candidates for the difficult training pipeline they would encounter with the ultimate goal of pre-screening and lowering attrition rates, thereby fielding more qualified SEAL operators for the Global War on Terrorism (GWOT). The training is to be conducted at the Naval Amphibious Base, Little Creek, at Norfolk, Virginia.Contractors will be evaluated on their implementation scheme of the NSW Fleet Transition and DiversityOutreach Program: to prepare candidates for success in BUD/S by working with applicants to maximize their potential and to aid and assist in identifying potential candidates from the minority backgrounds. This will include guidance and application of physical preparedness and training techniques for the PST, focused primarily on the swimming portion, to include but not limited to swim stroke development with and without fins, water confidence, running, and lower and upper body development. The prospective Contractor will provide NSW Recruiting Directorate a monthly progress, status and management (OPTEMPO) report that includes statistical information related to the tracking of student's success in the Fleet Transition and Diversity.Source Selection Process: Competitive fixed price proposals are anticipated that will be evaluated by the NSWC technical evaluation team. The evaluation criteria as set forth in the RFP are: The Government plans to award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) CAPABILITY TO PERFORM (ii) PAST PERFORMANCE (ii) PRICETo be determined capable to perform the Offeror must furnish certification that demonstrates the offeror meets Certification for that position stated in the above purchase description.
