- Sources Sought. This is an amendment to original Sources Sought Synopsis posted 28 Oct 08 seeking sources interested in providing services under a concessionaire contract to run the new on-base Chili's Restaurant at Yokota Air Base, Japan. The original Sources Sought follows: 1) The Government is not intending of SOFA privileges or logistical support under this concessionaire contract. The concessionaire, therefore, must be capable of providing food service in accordance with applicable Japanese laws and pertinent regulations and commercial practices. 2) At concessionaire's expense, they shall obtain all permits, pay all license fees, and comply with all national laws, rules, ordinances, and regulations and publication published by the military relating to public health. In addition to the aforementioned information, the following added by Amendment: 3) The Concessionaire shall select four (4) Contract Managers immediately upon award and at concessionaire's expense (estimated at $200,000). Contract Managers shall obtain applicable training provided by Brinker International in the United States for a period of three (3) months. 4) After completion of the Brinker's training, the Concessionaire shall develop internal training for their employees. A phase in period of 35 days for start up and hiring with a minimum of 2 week on site training for the entire staff shall be accomplished prior to opening. 5) The Concessionaire shall bear the expense of the Grand Opening (estimated at $100,000). 6) The Concessionaire shall provide proof to the Government that the Program Manager has a minimum of one (1)-year experience in the operation of restaurant management. This notice is not a request for proposals and in no way obligates the Government to award a contract. The Government will not be responsible for any costs incurred by responding to this Notice.
