- Notice of Intent to award on sole source basis. Pursuant to FAR 6.302-1, Only one responsible source and no other supplies or services wil satisfy agency needs. The Dept of Treasury, Financial Management Service, Washington DC inrtends to award a sole source Purchase Order to Natsaka Barrier, Inc. 7702 Old Alexander Ferry, Clinton, MD 20735-1866. The Liberty Center facility will be upgrading their current Vehicle Barrier gates and controls. This will include the replacement of the hydraulic pump and motor with new electrical controlled motors. This work includes the following upgraded projects: 1.Convert VIIa barrier motor from hydraulic unit to electric unit. 2.Removal of existing hydraulic unit and control panel. 3.Installation of new electric unit in barrier housing. 4.Replace or upgrade existing control panel inside Facilities Office, room 118 to be master control panel with lockout key for secondary control panel.. 5.Installation of new control panel at Main guard control station, to act as secondary control panel to operate barriers.. 6.Install traffic control lights (Red and green or yellow) lights on the outside of the barrier to notify drivers to stop or proceed as appropriate. Lights currently mounted on inside are to stay. 7.Upgrade current audible a-phone to video phone with two receiving stations. A-phone model MK-2MCD Black & White Video Sentry set with 2-desk stands model MCW-S/A or similar system that accomplish the same thing. 8.Ensure that current access control system (card readers) operates new system, that the heat units, arm and current traffic lights are operational and function with new system controls. 9.Provide adequate documentation on the operation of the new system. 10.Provide training to the COTR, Facility Management Personnel, and Security Force, on the automated operation and manual override and bypass of the new system.
