Description
ANNOUNCEMENT In accordance with Section 3.2.1.2.1 of the Federal Aviation Administration Acquisition Management System (FAA AMS), the Academic Community and Aviation Industry are hereby informed that the FAA has future requirements in systems engineering with a focus on developing the Next Generation Air Transportation System (NextGen). It is anticipated that these requirements will be fulfilled under a cooperative agreement entitled: The NextGen Systems Engineering & Environmental (NSEE) Program. This announcement is for information and planning purposes and is not to be interpreted as a commitment by the Government, nor will the Government pay for the information solicited. Since this is a market survey seeking interested sources, no evaluation letters and/or results will be issued to the respondents. The purpose of this announcement is to determine interest in the university community and its potential partners (private and/or other public institutions). Each institution and organization should have the established technical research capabilities and academic curriculum necessary to participate as a potential team member, affiliate, or industry partner with FAA under the proposed NextGen Systems Engineering & Environmental (NSEE) Program. This market survey also seeks to identify subcontracting opportunities and direct contract/agreement opportunities for universities (particularly Minority Serving Institutions, such as Historically Black Colleges and Universities (HBCUs), Hispanic Serving Institutions (HSIs) and Native American Serving Institutions (NASIs) among others). It is the intent of the FAA to enter into cooperative agreements with the successful team(s). In addition, under a cooperative agreement the FAA will also provide for IPA (Intergovernmental Personnel Arrangements) assignments and OTAs (Other Transaction Arrangements) as deemed necessary. IPAs allow for continued knowledge, personnel exchange, and augmentation of internal resources through the exchange of personnel. An OTA is an agreement between the FAA and a non-Federal entity (either foreign or domestic) where the FAA's purpose is to obtain a direct benefit that advances the agency's mission while also providing assistance to the general public. Results from this market survey will assist the FAA in determining the method and type of procurement competition - full and open; limited; or sole source. The cooperative agreement(s) is/are anticipated to last ten (10) years in duration. The agreement(s) will provide the terms and conditions for the potential contracts, grants, Intergovernmental Personnel Assignments (IPAs), other transaction arrangements (OTAs). The total combined award(s) are not expected to exceed $140 million. SUBMISSION REQUIREMENTS (SR) Interested universities and colleges are encouraged to submit capability statements in response to this market survey. We would like information on the following areas: SR1. The institution of higher learning should be an accredited institution of higher learning with undergraduate and graduate degree programs in the in relevant science, engineering and other disciplines supportive of systems engineering, aviation operations research, environmental research and other aviation related fields. Submission requirement SR1: The University and/or its academic partners should submit a certification statement(s) that supports evidence of its accreditation for undergraduate and graduate programs it offers in the sciences, engineering and other disciplines supportive of systems engineering, environmental science, aviation operations research and aviation related fields. These statement(s) should not exceed 2 pages. SR2.The undergraduate and graduate degree programs should demonstrate a curriculum offering a broad spectrum of aviation operations research knowledge, sciences, engineering and other disciplines supportive of systems engineering and the agency's NextGen vision. Submission requirement SR2: The University and/or its academic partners should submit a list of courses offered and a brief description of these courses. Excerpts from the University brochures, catalogs, or other types of generic information may be included in response to this requirement. (Please, no more than 25 pages.) SR3.The University and/or its partners should have extensive knowledge and understanding of the systems architecture of the National Airspace System (NAS) and of its operations. Submission requirement SR3: The University and/or the university lead-team should submit any specific courses offered, or planned in the coming academic year, that supports its extensive knowledge of the NAS and its operations. The University can provide a brief description of research conducted or papers presented in this area to meet this requirement. (Please, no more than 10 pages.) SR4.The university should have fully operational facilities (including test laboratories), staffing, and expertise resources needed for developing, applying, and validating the use of models and simulations to perform the scope of work requirements and supportive of systems engineering and environmental research needs.Submission requirement SR4: The University and/or the university lead-team should provide clear evidence that it possesses the facilities, staffing, and expertise resources needed to perform this requirement. Excerpts from the University's brochures which identify and describe the facilities capabilities are acceptable. A description of arrangements with other state and regional resources describing operational facilities and their capabilities to support, environmental studies, aviation development, next generation transportation, planning and systems engineering are acceptable. Organizational charts, depicting staff: and expertise resources (names of key personnel from the academia and administrative community, and the identification of university/and industry partners) are acceptable. (Please, no more than 10 pages.) SR5.The University should have current (within the last 5 years) working experience with FAA, other federal or governmental organizations, and/or major aviation industries (private, public or academic). Submission requirement SR5: Universities and/or university lead teams should list all projects it has undertaken which meet the requirements. For each project cited, respondent should provide the following information: Name of project.Contract/Grant Number:Identification of the government or commercial entity for whom work was performed (identify all work performed as a subcontractor).Brief description of the project.What was accomplished with the project(s) with the FAA?How did the FAA use the results of the projects(s) as evidence the university provided value?Start and end dates of the project.List of publications, dissertations, and thesis (as applicable).Name, specific organization, company address, title, and phone number of principal contact for the University/Company/Government agency for which the work was performed. (Please, no more than 30 pages for this requirement). SUBMISSION FORMAT: All university submissions should follow the submission requirements described herein. Prior to final submission of the requested information any questions concerning the requirements should be submitted in writing to the Contract Specialist, Stephanie Cooke, at stephanie.cooke@faa.gov.
