Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24. This is a sole source requirement IAW FAR 6.302-1. This RFQ has the following line item(s): AFRL-wide electronic access to Elsevier Journals using the Science Direct Online Platform Freedom Plan with unlimited access to all Elsevier Journals. The proposed action is to acquire access to all Elsevier publications on the Science Direct Platform. This is the web site from where all Elsevier publications can be accessed and a search engine used to find information by topic, journal title, author, key words, etc. Elsevier journals now number around 1,800 individual journal titles. Each title is a different stand-alone scientific publication. They cover every area of scientific, medical and technical endeavor including Biochemistry, Genetics and Molecular Biology; Chemical Engineering; Chemistry; Computer Science Decision Sciences; Earth and Planetary Sciences; Energy; Engineering; Environmental Science; Immunology and Microbiology; Materials Science; Mathematics; Medicine and Dentistry; Neuroscience; Nursing and Health Professions; Pharmacology Toxicology and Pharmaceutical Science; Physics and Astronomy; Psychology; Social Sciences; Veterinary Science and Veterinary Medicine. Proposals must price each line item listed above. Ship to: Air Force Research Laboratory (AFRL), 1864 Fourth Street, Building 15, Wright-Patterson AFB, OH 45433-7132. FOB destination, net 30 payment terms. The following clauses and provisions apply: 52.22-1, 52.212-3 and 52.212-2(a). Inserts for 52.212-2(a) are (in descending order of importance): (1) Technical capability of the item offered to meet the Government requirement, (2) Price, (3) Past performance and (4) Small disadvantaged business participation. Clauses 52.212-4 and 52.212-5 shall be included with any offer. In accordance with FAR 13.106-2(b) (2), the Government may award without discussions. WPAFB intends to award to: Elsevier Inc, 360 Park Avevue South, New York, NY 10010-1710. Authority: 10 U.S.C. 2304(c) (1), Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. Ms. Karen Emery has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, the evaluation of proposals or the source selection process and, therefore, for routine matters on individual solicitations, please contact the buyer at the telephone number listed herein.
