- PERFORMANCE WORK STATEMENT REPLACEMENT WINDOWS - AFH 1. The Contractor shall remove all existing windows and replace them with double hung vinyl replacement windows in the family housing area at Fort AP Hill, VA. READ ALL ITEMS BELOW, AND ALL ATTACHED SPECIFICATIONS FOR PRODUCT INFORMATION, LOCATION, AND PROPER PROCEDURES OF INSTALLATION BEFORE ANY WORK IS TO BE DONE. 2. The Contractor shall at all times protect and preserve all materials, supplies and equipment of every description including Government property. The Contractor shall be responsible for all repairs to bring damaged materials back to their original condition. 3. Potential Contractors are encouraged to make a site visit to acquaint themselves with all conditions of the property prior to the submission of bids. Visits may be scheduled by contacting the Directorate of Contracting at 804-633-8331. 4. Personnel. a. The Contractor shall act as, or provide a qualified person for all work performed under this contract. This individual shall have authority and responsibility for coordinating with the Government in all matters concerning work site performance. b. All personnel shall be citizens of the United States (U.S.) or possess a valid U.S. Immigration T-151 or I-94, Alien Registration Card. c. The Government has the right to restrict the employment under this contract of any Contractor employee who is identified as a potential threat to the health, safety, security, general well being or operational mission of the installation and its population. d. The Contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest. The Contractor shall not employ any person who is an employee of the Department of the Army, either military or civilian, unless such person seeks and receives approval in accordance with Department of the Army Standards of Ethical Conduct Rules. In addition, the Contractor shall not employ any person who is an employee of the Department of the Army if such employment would result in a conflict of interest as specified in DODD 5500.7-R, Joint Ethics Regulation. e. The Contractors employees shall observe and comply with all installation and Department of Army policies, regulations, and procedures concerning but not limited to, fire, safety, environmental protection, sanitation, security, flag courtesy, restricted access or off-limit areas, wearing of military uniforms, possession of control substances, and possession of firearms or lethal weapons. f. All employees scheduled to work on Fort AP Hill must possess a valid picture ID in order to gain access to the installation. All vehicles and personnel entering/exiting the post are subject to search. 5. Normal working hours at Fort A. P. Hill are 0800 to 1630, Monday through Friday, not including Government Holidays. The Contractor shall obtain permission, five (5) days in advance, when work is desired at any time other than during normal working hours. The Government may require up to 50% of service performance to be performed during non-duty hours (night and/or on weekends). If the Government requires this service during non-duty hours, the Contractor shall not perform any work during regular duty hours on those days. 6. Cell Phone Usage. Use of cell phones while driving on Fort A.P. Hill is prohibited unless a hands-free device is used. 7. The Contractor shall, at no additional cost to the Government, obtain all licenses and permits required for the performance of work in order to comply with all applicable Federal, State and local laws. Evidence of such permits and licenses shall be provided to the Government upon request. 8. The Contractor shall comply with all Federal, State and Fort AP Hill environmental and safety regulations. Prior to starting work, the Contractor shall provide a list of any hazardous materials and associated Material Safety Data Sheets that will be used while performing the work. This information will be provided to the Directorate of Public Works prior to commencement of the work. Once all work has been completed, the Contractor shall provide a list and quantities of any hazardous materials actually used during the performance of this contract. 9. The Contractor shall comply with all pertinent provisions of the following directives, as amended, as they pertain to fire prevention and protection. Army Regulation (AR) 420-90, Fire Prevention and Protection Engineer Manual (EM) 385-1-1, General Safety Requirements Fort AP Hill Fire Regulations 10. Key Control. a. The Contractor shall ensure that all keys issued by the Government are not lost or misplaced and are not used by unauthorized personnel. No keys issued to the Contractor by the Government shall be duplicated. Keys will be obtained from the Directorate of Public Works at Building 1220 or from the Camp Site Manager at Building 1654. Keys will be returned immediately after the Contractor has completed working in a particular building and the work inspected. b. The Contractor shall be required to reimburse the Government for replacement of locks or re-keying as a result of the Contractor losing keys. In the event a master key is lost or duplicated, the Government shall replace all locks and keys for that system and the total cost deducted prior to final payment being made under the contract. c. The Contractor shall report the occurrence of a lost key immediately to the Directorate of Public Works. d. It is the responsibility of the Contractor to prohibit the use of key by any persons other than the Contractors employees. 11. The Contractor shall at all time keep work areas including storage areas free from accumulations of waste material or rubbish. All trash, dirt and/or debris generated while providing this service shall be disposed of off the confines of the installation. 12. Quality Surveillance. a. The Government may conduct periodic, random inspections while the work is in-progress to ensure the Contractor complies with these specifications. b. The Government shall notify the Contractor immediately of any defects or discrepancies in workmanship or materials noted during the inspections. In addition, the inspector shall notify the Contracting Officer in writing of the problem. The Contractor shall correct these items at no additional cost to the Government. 13. The Contractor is permitted to use water, electrical, and latrine facilities in a specified building designated by the project manager. The Government will not provide modification of utilities for contractor use. 14. Work Scheduling. The Contractor shall not schedule any of the work without prior coordination with the Government. This is to ensure availability of the applicable facilities. 15. Specific Requirements. WORK TO BE DONE IN ARMY FAMILY HOUSING AREA FORT A.P. HILL. DEMOLITION: Materials removed to be disposed of unless otherwise noted. CONTRACTOR SHALL: "REMOVE ALL EXISTING: oWINDOWS: Shall remain in good condition and stored in a unit specified by project manager. oSCREENS: Shall remain in good condition and stored in a unit specified by project manager. NEW WORK: Any changes in material or products need to be verified by project manager before installation. CONTRACTOR SHALL: "PROVIDE AND INSTALL NEW: oPELLA THERMASTAR, 20 SERIES, VINYL, DOUBLE HUNG WINDOWS, WHITE, STANDARD, BLOCK FRAME, WITH MULL GROOVE (3-1/4 OAW). INSULATED GLASS LOW E, FULL SCREEN. GRILLE: GBG, CONTOUR, TRADITIONAL. ROUGH OPENINGS: actual dimensions of windows need to be taken on site before ordering. 28 - 6W X 4H 2-WIDE 24 - 5W X 4H 2-WIDE 64 - 4W X 4H 20 - 3W X 4H 10 - 3W X 3H 2 - 2W X 2H FIXED oTRIM oCAULK AS NEEDED oREPAIR DAMAGED DRYWALL AS NEEDED/PAINT AS NEEDED. oREPAIR DAMAGED SIDING AS NEEDED. 16. Attachments SECTION 07 92 00 JOINT SEALANTS SECTION 08 51 23 VINYL WINDOWS SECTION 09 9100 PAINTING SECTION 07 92 00 JOINT SEALANTS PART 1 - GENERAL 1.1 DESCRIPTION: Section covers all sealant and caulking materials and their application, wherever required for complete installation of building materials or systems. 1.2 QUALITY CONTROL: A.Installer Qualifications: An experienced installer who has specialized in installing joint sealants similar in material, design, and extent to those indicated for this Project and whose work has resulted in joint-sealant installations with a record of successful in-service performance. 1.3 PROJECT CONDITIONS: A.Environmental Limitations: 1.Do not proceed with installation of joint sealants under following conditions: a.When ambient and substrate temperature conditions are outside limits permitted by joint sealant manufacturer or are below 4.4 C (40 F). b.When joint substrates are wet. B.Joint-Width Conditions: 1.Do not proceed with installation of joint sealants where joint widths are less than those allowed by joint sealant manufacturer for applications indicated. C.Joint-Substrate Conditions: 1.Do not proceed with installation of joint sealants until contaminants capable of interfering with adhesion are removed from joint substrates. 1.4 DELIVERY, HANDLING, AND STORAGE: A.Carefully handle and store to prevent inclusion of foreign materials. B.Do not subject to sustained temperatures exceeding 5 C (40 F) or less than 32 C (90 F). 1.7 DEFINITIONS: A.Definitions of terms in accordance with ASTM C717 and as specified. B.Bond Breakers: A type of sealant backing. D.Filler: A sealant backing. PART 2 - PRODUCTS 2.1 CAULKING COMPOUND: A.C-1: ASTM C834, acrylic latex. 2.2 COLOR: A.Caulking shall be white, unless specified otherwise. 2.3 JOINT SEALANT BACKING: A.General: Provide sealant backings of material and type that are nonstaining; are compatible with joint substrates, sealants, primers, and other joint fillers; and are approved for applications indicated by sealant manufacturer based on field experience and laboratory testing. 2.4 FILLER: A.Thickness same as joint width. B.Depth to fill void completely. PART 3 - EXECUTION 3.1 INSPECTION: A.Inspect substrate surface for bond breaker contamination and unsound materials at adherent faces of sealant. B.Coordinate for repair and resolution of unsound substrate materials. C.Inspect for uniform joint widths and that dimensions are within tolerance established by sealant manufacturer. 3.2 PREPARATIONS: A.Prepare joints in accordance with manufacturer's instructions and SWRI. B.Clean surfaces of joint to receive caulking or sealants leaving joint dry to the touch, free from frost, moisture, grease, oil, wax, lacquer paint, or other foreign matter that would tend to destroy or impair adhesion. C.Do not cut or damage joint edges. D.Apply masking tape to face of surfaces adjacent to joints before applying primers, caulking, or sealing compounds. 1.Do not leave gaps between ends of sealant backings. 2.Do not stretch, twist, puncture, or tear sealant backings. 3.Remove absorbent sealant backings that have become wet before sealant application and replace them with dry materials. E.Take all necessary steps to prevent three sided adhesion of sealants. 3.3 BACKING INSTALLATION: A.Install back-up material, to form joints enclosed on three sides as required for specified depth of sealant. B.Where deep joints occur, install filler to fill space at proper depth. 3.4 SEALANT DEPTHS AND GEOMETRY: A.At widths up to 6 mm (1/4 inch), sealant depth equal to width. B.At widths over 6 mm (1/4 inch), sealant depth 1/2 of width up to 13 mm (1/2 inch) maximum depth at center of joint with sealant thickness at center of joint approximately 1/2 of depth at adhesion surface. 3.5 INSTALLATION: A.General: 1.Apply sealants and caulking only when ambient temperature is between 5 C and 38 C (40 and 100 F). 2.Apply caulking and sealing compound in accordance with manufacturer's printed instructions. 3.Avoid dropping or smearing compound on adjacent surfaces. 4.Fill joints solidly with compound and finish compound smooth. 5.Tool joints to concave surface unless shown or specified otherwise. B.Where gypsum board partitions are of sound rated, fire rated, or smoke barrier construction, follow requirements of ASTM C919 only to seal all cut-outs and intersections with the adjoining construction unless specified otherwise. E N D SECTION 08 51 23 VINYL WINDOWS PART 1 GENERAL 1.1 DESCRIPTION: A.Section Includes: 1.Vinyl double hung windows, type and sizes as shown. 3.Accessories including, but not limited to, following: a.Mullions, closures, trim, weather-stripping, covers, insect screens, anchors, clips, fasteners, and other components necessary for fabrication and installation complete of windows as specified. 1.2 RELATED WORK: A.Sealing Joints: Section 07 92 00, JOINT SEALANTS. 1.3 QUALITY CONTROL A.QUALIFICATIONS: 1.Approval is required of products or service of proposed manufacturer, suppliers and installers, and will be based upon submission by Contractor of certification that: a.Manufacturer who regularly and presently, manufactures and installs vinyl window units and related accessories as one of its principal products. b.Accessories required for windows shall be manufacturer's standard or those of other manufacturers regularly engaged in making window accessories and acceptable to window manufacturer. 1)Items shall be of materials which shall be compatible with balance of window unit material, and construction shall be that which shall give desired functional service. 2.Installer: Approved in writing by manufacturer. 1.4 DELIVERY, STORAGE AND HANDLING: A.Deliver vinyl window units and related components in manufacturers original, unopened protective packaging labeled for identification with manufacturer's name and brand and contents. Use padded blankets or other approved protective wrapping for glass, and other exposed elements. 1.Do not deliver vinyl window units until work is ready for their installation. Unless otherwise authorized. 2.Inspect components for damage upon delivery. Do not install vinyl window units with dimples or dents. Remove and replace damaged components at no additional cost. C.Storage: Store vinyl window units and related components, in positions necessary to prevent twisting, in weather tight and dry storage facility in their original shipping containers with protective wrapping or packaging securely in place, in accordance with manufacturers written instructions. D.Protect finish from damage from handling, weather and construction operations before, during and after installation. PART 2 PRODUCTS 2.1 MATERIALS: A.Materials: 1. Pella THERMASTAR, 20 SERIES, VINYL, DOUBLE HUNG WINDOWS, WHITE, STANDARD, BLOCK FRAME, WITH MULL GROOVE (3-1/4 OAW). INSULATED GLASS LOW E, FULL SCREEN. GRILLE: GBG, CONTOUR, TRADITIONAL. 2. Rough opening dimensions. 28 - 6W X 4H 2-WIDE 24 - 5W X 4H 2-WIDE 64 - 4W X 4H 20 - 3W X 4H 10 - 3W X 3H 2 - 2W X 2H FIXED 3. Contractor shall take actual measurements prior to ordering material and installation. 2.2 WEATHER STRIPS: A. Install weather-strips, as standard with manufacturer, at head, jambs, sill, and meeting rails of sash and of impost. Weather-strip shall be applied to both integral weather-strip grooves of weather-strip adapter. Secure weather-strip adapter to frame surface. PART 3 EXECUTION 3.1 INSPECTION: A.Window openings shall conform to details, dimensions and tolerances shown on window manufacturers specifications. B.Conditions which may adversely affect window installation shall be brought to project managers attention, for repair, prior to commencement of window installation. Do not proceed with window installation until unsatisfactory conditions have been corrected. 3.2 INSTALLATION A.General: 1.Windows specified under section 2.1 shall be installed by experienced personnel as approved by window project manager. B.Install windows in strict accordance with approved shop drawings. 1.Set units plumb, level and true to line, without warp or rack of frames. 2.Anchor units securely to surrounding construction with in accordance to manufacturers instructions. 3.Exterior joints shall be properly sealed watertight with an approved sealant as specified in Section 07 92 00, JOINT SEALANTS, and neatly pointed. Finished work shall have weather tight joints. C.Protect window equipment during construction. D.Upon complete installation of all windows and accessories, and before acceptance of work, adjust all movable sash and operating mechanism for free and easy operation, and defects of any nature. 3.3 PROTECTION: A.Protect windows from damage until final inspection and acceptance. E N D SECTION 09 9100 PAINTING PART 1 GENERAL 1.1WORK INCLUDED A.Surface preparation. B.Application of paint finishes. 1.2DEFINITIONS A.Conform to ANSI/ASTM D16 for definitions of terms used in this Section. 1.3ACRONYMS A.MPI Master Painters Institute. B.LEED Leadership in Energy and Environmental Design. 1.4SUBMITTALS A.Submit the following in accordance with the requirements of Section 01 3000: 1.Catalog data including volatile organic compound (VOC) content and Material Safety Data Sheets on all finishing products including name of proposed paint manufacturer for approval and to facilitate selection of colors by LANL. 2.Manufacturer's installation (application) instruction. 1.5REGULATORY REQUIREMENTS A.Materials: Minimum Class B per NFPA 101. 1.6DELIVERY, STORAGE, AND HANDLING A.Deliver products to site in sealed and labeled containers; inspect to verify acceptance. B.Container labeling shall include manufacturer's name, type of paint, brand name, brand code, VOC content, coverage, surface preparation, drying time, clean-up, color designation, and instructions for mixing and reducing. C.Store paint materials at minimum ambient temperature of 45 degrees F and a maximum of 90 degrees F, in well ventilated area, unless required otherwise by manufacturer's instructions. D.Take precautionary measures to prevent fire hazards and spontaneous combustion. 1.7ENVIRONMENTAL REQUIREMENTS A.Provide continuous ventilation and heating facilities to maintain surface and ambient temperatures above 45 degrees F for 24 hours before, during, and 48 hours after application of finishes, unless required otherwise by manufacturer's instructions. B.Do not apply exterior coatings during rain or snow, or when relative humidity is above 50 percent, unless required otherwise by manufacturer's instructions. C.Do not apply latex paints when temperatures are below 45 degrees F for interiors and 50 degrees F for exterior, unless required otherwise by manufacturer's instructions. PART 2 PRODUCTS 2.2MANUFACTURERS A.McCormick, Color Cool Platinum. PART 3 EXECUTION 3.1INSPECTION A.Verify that surfaces and substrate conditions are ready to receive work as instructed by the product manufacturer before applying paint finish. B.Verify that all items and elements not scheduled to receive paint are fully protected by adequate means. C.Examine surfaces scheduled to be finished prior to commencement of work. Report to Contract Administrator any condition that may potentially affect proper application. 3.2PREPARATION A.Remove grease, oil, and other contaminants as recommended by manufacturer. B.Correct minor defects and clean surfaces which affect work of this Section. C.Remove mildew from impervious surfaces by scrubbing with solution of tri-sodium phosphate and bleach. Rinse with clean water and allow surface to dry. D.Fill minor defects in gypsum surfaces with joint compound. Spot-prime defects after repair. E.Remove surface contamination and oils from galvanized surfaces and wash with solvent. 3.3PROTECTION A.Furnish drop cloths, shields, and protective methods to prevent spray or droppings from disfiguring or damaging other surfaces/elements. B.Repair damage to other surfaces/elements caused by work of this Section. If surface/element is a mechanical/electrical or fire protection product not scheduled to be painted, repair is not allowed replace with specified new product. C.Repairs allowed that do not meet the satisfaction of the Contract Administrator shall be cause for replacement of the damaged work with new specified replacement products. D.Remove empty paint containers from site. 3.4APPLICATION A.Apply products in accordance with manufacturer's instructions. B.Apply each coat to uniform finish. C.Apply each coat of paint slightly darker than preceding coat unless otherwise approved. D.Sand lightly between coats to achieve required finish. E.Allow applied coat to dry before next coat is applied in accordance with manufacturers instructions. 3.5CLEANING A.As work proceeds, promptly remove paint where over-sprayed, spilled, splashed, or spattered. Acceptance of work depends on complete remediation of misapplied coatings. B.During progress of work, cloths and material that may constitute a fire hazard must be placed in metal containers and removed from site daily. C.Collect cotton waste, cloths, and material that may constitute a fire hazard and place in closed metal containers and remove from site daily. D.Do not wash paint brushes or equipment and release into sanitary sewer. 3.6INTERIOR SURFACES A.Gypsum Board, Walls and Finish Woodwork Walls 1.Apply 1 coat of latex wall primer conforming to MPI-50 (all products meet LEED). 2.Apply 2 coats of acrylic latex conforming to MPI-53, flat END OF SECTION
