- (Q) Is there presently an incumbent and what is their name and billable rate? (A) Yes there is an incumbent and their company name is CR Associates Inc. The contract value is $108,768.00. I cannot give you a hourly billable rate. (Q) What is the qualifications for the Echo Technician? (A) In accordance with the Performance Work Statement they require an Associates Degree and Echocardiograph Registry Certification by ARDMS or CCI. (Q) Who will they be servicing? Adults and Peds. (Q) What services will they be performing? (A) They will be performing a wide variety of complex cardiac ultrasound exams. (Q) What occupation code-title on the Wage Determination does the Echo Tech fall under? (A) The closest category on the WD they would fall under is a Radiologic Technologist. The VA FSS sin is 621-050. (Q) Part II: Technical Information (page 12) Subfactor 1: Subpart 1 references ER Physicians. We are assuming this should read Echocardiogram Technician? (A) I will correct the service name from ER Physicians to Echocardiogram Technician in a amendment. (Q) Part II: Technical Information (page 12), Subfactor 1: Subpart 2 references that the contractor is required to submit a backup staffing plan with submission of the Technical Information Volume. However, the solicitation only calls for 1 FTE Echocardiogram Technician and only makes reference to replacement personnel needed should the absence exceed 11 or more consecutive workdays (PWS 1.3.5). If backfill is only required for absences exceeding 11 consecutive working days, this subfactor does not seem appropriate for this solicitation. Is this the Government's intention for the Contractor to address this or was this erroneously included? (A) Yes, you still need to provide us information with how you would provide for a backfill in case of an emergency situation or extended absence from your employee whereby you would be able to guarantee the Government assurance that you can keep that position filled. (Q) Part II: Technical Information (page 12) and Part I: Technical Evaluation (page 14) seems to contradict each other. Which section contains the correct evaluation factors? is it the Government's expectation that the technical response will be Volume I or Volume II of the submittal response? (A) FAR 52.212-1 addendum tells you what to submit and FAR 52.212-2 addendum tells you how each subfactor will be evaluated. (Q) I have highly qualified an echo technologist who is registry eligible. All other things being equal, will you even consider this as an option? (A) When evaluating your proposal, the review board looks at your company qualifications. Please review the addendums to FAR provisions 52.212-1 and 52.212-2 for what you are to submit and how you will be evaluated. (Q) What dollar range are you looking for with the Echo Tech? (A) I cannot give you a range. (Q) Does it matter how many submittals you get or how many times it gets modified? (A) One proposal is acceptable.
