Description
The intent of this solicitation and any resultant contract is to obtain services for two light, high-fixed-wing single engine aircraft fully operated by qualified pilot and equipped to meet specifications for special use missions for support of the R1 Forest Health Program on Public and State Lands. Item #1 will have a Mandatory Availability Period of 58 days, Monday thru Friday excluding holidays. Item #2 will have a Mandatory Availability Period of 34 days, Monday thru Friday excluding holidays. During the Mandatory Availability Period and any extensions thereof, the aircraft will be made available for the exclusive use of the Government. It is anticipated that there will be approximately 150 to 400 flight hours for item #1. It is anticipated that there will be approximately 150 to 250 flight hours for item #2. The light fixed wing single engine aircraft will be used as a platform for the government to complete insect and disease detection surveys in the states of Idaho, Montana, North and South Dakota. They may also be used for other project, and administrative flights. Work will be accomplished Monday through Friday excluding holidays. It is anticipated that work will begin approximately the week of June 29, 2009. OVERVIEW OF FOREST INSECTS AND DISEASES AERIAL SURVEY MISSION: Observers are looking for signs or symptoms (colors, patterns, timing, etc.) of current year mortality, defoliation, disease, and or weather damage. Observations are recorded on a 1:100,000 topographic map or digitally on Government Furnished computers. The majority of flights are conducted in a contour pattern following drainages. Typically, the aircraft is flown at 100-120 mph, and 1,000 feet above ground level, but often ranges from between 500 and 2,000 feet AGL. This solicitation will be advertised as 100% small business set aside. The contract period of performance will be for one base year with two renewable option periods.
