- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-26. The solicitation number is Q8373090011 and is issued as a Request for Quotes (RFQ). NAICS code: 561730. No paper copies will be sent. Notifications of any changes will be made as modifications to this announcement. To receive an award, vendor must maintain a current registration at www.ccr.gov. REQUIREMENTS FOR SERVICE Part 1 The National Park Service, Boulder City, NV, has identified a need for landscaping Services as outlined below. The contractor will provide all necessary tools, equipment and manpower to keep and maintain the lawns, shrubs, trees, and plants at headquarters building of Lake Mead National Recreation Area at 601 Nevada Way, Boulder City, NV 89005. This shall include all of he grounds for the main headquarters building and headquarters annex (the secondary building that is on the same lot), the cactus garden that is within the parking lot and palm tree planters that line Boulder Way, Wyoming strteet, B street and A street. The year will run 03/1/09 to 02/28/09. A single year purchase order will be awarded. Expected purchase range for one year, is less than $25,000.00. Part 2; Contractor Responsibilities 1. The contractor shall furnish all tools, equipment and manpower for maintenance of the lawns, shrubs and plants.2. All personnel working with equipment will have necessary protective equipment to accomplish the task in a safe and orderly manner.3. The contractor shall, during the growing season, remove all grass, leaves, and weeds from cracks in the sidewalks, parking area in the rear of the biuilding and under shrubs, trees, palm tree planting areas, planter boxes and building entrances.4. The contractor shall maintain the spinkler system on a weekly bsis all year by testing all of the valves and fixing, if necessary, all heads, emitters and risers as necessary. The heads shall be adjusted to direct spray away from windows, walks and wall of all buildings.5. The contractor shall, on a weekly basis, remove all trash and clippings, etc. that he generates from pruning, clipping and moving.6. The contractor shall, on a weekly basis, pick up all litter found on the grounds as well as in the cactus garden.7. The contractor shall provide herbicides and may use it to control weeds and grass growth on the palm planting areas, planter boxes, sidewalks and parking area.8. The contractor shall furnish all necessary equipment and supplies to accomplish the reseeding, fertilizing and repair of sprinkler system. Part 3. Schedule For Watering, Pruning, Fertilizing and Mowing 1. Mowing and edging shall be done once per week from March 15 through November 15.2. Fertilizing of lawns and shrubs shall be done once every six weeks from March 1 through October 15.3. Lawn renovation shall occur once yearly, in October and shall include renovation, reseeding and applying an appropriate topping.4. Weeding of all planting beds shall occur once monthly.5. Pruning of all trees and palms shall occur once yearly by April 30th.6. Pruning of all shrubs is to be done once monthly along with the oleanders, which will be kept trimmed to a six (6) foot height. Part 4: National Park Service Responsibilities 1. Responsible for electrical to the irrigation clock and responsible for the irrigation clock repair and/or replacement.2. Responsible for all plumbing to the valves. Part 5: Fertilizing Schedule Approximate square footage of the lqwn area is 16,800 square feet. March 1, Super best premium weed and feed, 3125 square feet per bag, 6 bags turf supreme. April 15, Super best premium 4000 square feet per bag, 5 bags turf supreme. June 15, Apply five 80 pound sack of 16-20-0 to shrubs and trees. June 15, Super best summer lawn food, 1500 square feet per bag, 12 bags. August 15, Sper best summer lawn food, 1500 square feet per bag, 12 bags August 15, Apply five 80 pounds sack 16-20-0 to shrubs and trees. October 15, 16-6-8, 000 square feet bag, 3 bags turf supreme. October 20, for lawn reseeding, 100 pounds of hotel mix lawn seed and 150 bags of steer manure AWARD WILL BE MADE BASED ON BEST VALUE TO THE GOVERNMENT. Part 6 QUOTES: Provide quotes which gives the following information: 1) Perform all Landscaping requirement for headquarters building and annex building required for the year in parts 1 - 5 above for the following dates (03/01/2009-02/28/2010) - $ ___________________________ 2) Please provide the unit price per month and total price for the year on the one line item above. Technical: 1) Past performance work on similar services for a Federal Government Agency 2) Past performance work on similar services for non-Federal Government if no Federal. PAST PERFORMANCE is a measure of the degree to which a contractor has satisified its customers in the past. The quoter must receive at least a satisfactory past performance rating from all sources contacted by the NPS. The NPS will evaluate past performance based on, the Government's knowledge of quoter's past performance, and/or references obtained from any other source Performance of service will be evaluated to determine whether or not it meets the performance requirement of the contract. Don't forget to Include a list of references which demonstrate your successful past performance of revelant jobs that compare favorably to the work offered in this project. List contracts and other pertinent work to describe how your experience is revelant to the requirements of this solicitation. Attach additional documents as needed. If you have no revelant experience, you must state that in order to qualify for a neutral rating.
