Description
The Office of Audit Services (OAS) through the Division of Acquisition Management, Program Support Center intends to award a twelve (12) month sole source simplified acquisition to First DataBank, Inc., 1111 Bayhill Drive, Suite 350, San Bruno, CA, 94066. The purpose of this simplified acquisition is to provide drug pricing information for use by State Medicaid Agencies in reimbursing pharmacies for prescription drugs. This drug data file contains current and historical Average Wholesale Prices (AWP) for all drugs on the market. OAS knows of no other organization that can provide both current and historical AWPs in one file. AWPs available through First DataBank include both pricing and National Drug Code information which is needed for audits to be performed this year. One audit can require approximately 100 reports to be run using this product. In addition, Centers for Medicare Services (CMS) has adopted this product as the official pricing for drugs related to the Medicare Part D program. The products being acquired are one (1) Annual Base License, one (1) Annual License for Medicare Data, and Shipping. These products include the following features: National Drug Data File (NDDF) Counseling Messages Module (monthly) Drug Allergy Module (monthly) Drug Drug Interaction Module (monthly) Drug to Food Interaction Module (monthly) Drug-Lab Interference Module (monthly) Duplicate Therapy Module (monthly) Prioritized RX Label Warnings (monthly) Minimum/Maximum Modules (monthly) National Drug Data File (monthly) Patient Education Module (monthly) Medicare - Formulary Data/HCPCS Billing Info (monthly) In accordance with FAR 13.106-1(b), the Government intends to solicit only one source. Interested concerns with the ability to provide identical or equivalent data files inclusive of current and historical average wholesale prices of all drugs on the market may identify their interest and submit a capability statement that demonstrates their ability to provide the products required. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. NO SOLICITATION IS AVAILALBE. Requests for such documents will be considered invalid responses. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. If no affirmative responses are received within 15 calendar days from the date of this synopsis, the Contracting Officer will proceed with the award to First DataBank.
