- YOSEMITE NATIONAL PARK FUEL SUPPLY & HAZARDOUS WASTE STORAGE FACILITY INSPECTION AND SERVICE CONTRACT, FY 2009 SUMMARY OF WORK: MONTHLY FACILITY INSPECTION, MONTHLY DESIGNATED UST OPERATOR INSPECTION, ADJUSTMENT, TESTING and CLEAN UP: The Department of the Interior, National Park Service, Yosemite National Park (YOSE) has ownership of and is responsible for facility management of 16 fuel service and hazardous waste storage facilities consisting of 20 tanks. These facilities include six (6) facilities with aboveground ground vault storage (ASV), six (6) facilities with underground storage tanks (UST), one (1) with an aboveground storage tank (AST) and two (2) hazardous waste management facilities (HWF). YOSE has identified the requirement and desires to enter into a contract to secure the services of a firm possessing adequate knowledge, expertise, and an appropriate field service organization to furnish the Government with an adequate level of preventive maintenance applied to the park's fuel supply and hazardous waste facilities. In addition to the above, it is the purpose of this RFP to secure the services of a firm that will assist YOSE in obtaining and maintaining facility compliance regulated by Mariposa County and Tuolumne County. These counties serve YOSE as local implementing agencies of appropriate State of California fuel supply facility regulations. The terms and conditions of the contract will provide one (1) full base year of service to the Government with four (4) one (1) year option periods possible, up to a total of five (5) years. Each annual period will terminate one full year from the effective date the option is exercised by the Government. The Government will notify the Contractor within sixty (60) days of each annual termination of each annual period. The contract will include all inspection, component adjustments, component testing and facility clean-up performed in accordance with submitted plan specifications required under the forthcoming solicitation documents (approx. 15 calendar days). All the contracted sites will be visited and designated, site operator duties will be performed in accordance with California State Regulations and performed by State Certified personnel. Copies of personnel certification will be required with submission of proposal/bid. The solicitation will be issued electronically on the Department of Interiors (DOI) National Business Center (NBC) web site at http://www.ideasec.nbc.gov. Paper copies of this solicitation will not be made available. Interested contractors desiring to conduct business with DOI are requested to register at the web site. Contractors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://www.ideasec.nbc.gov. The service is provided for convenience only and does not serve as a guarantee of notification. Subscribers to this service are ultimately responsible for reviewing the web site for all information relevant to this solicitation. Plan holders will be required to visit this web site periodically to check for amendments and other changes to the procurement documents. No other notifications will be sent. This procurement will be restricted to Historically Underutilized Busines Zone (HUBZone) contractors only as designated by the Small Business Administration (SBA). The Request for Proposal (RFP) will be issued o/a January 30, 2009 with a closing date o/a March 2, 2009. Award selection will be based on the overall best value to the government after considering price and factors other than price.
