Description
8(a) set-aside for Special Property Inspection Services. The U.S. Department of Housing and Urban Development (HUD) intends to issue a Request for Proposals (RFP) for special property inspection services for single family (one to four units) properties owned by HUD in two geographical areas: Area One – states of New York, New Jersey, Maryland, District of Columbia, Pennsylvania, Delaware, Virginia, West Virginia and Ohio; Area Two – Maine, Vermont, New Hampshire, Massachusetts, Connecticut, Rhode Island and Michigan. The objectives of this contract are: 1) Inspect and report to HUD the physical condition of each property; 2) Report failed inspections that do not contain health and safety issues, no later than 2 days after discovery; 3) Report failed inspections that do contain health and safety issues and need immediate attention no later than 1 day after discovery; 4) Complete all inspections no later than 10 days from assignment; and 5) Post all property inspections with pictures on the internet based website. The contract will be performance based with incentives and disincentives. The contractor shall have computer hardware and software, including electronic mail (and the capability to transmit information, e.g. electronic files), sufficient to enable the contractor to communicate electronically with HUD staff. The contractor is responsible for ensuring e-mail and internet service compatibility with HUD and it’s designated web-based reporting system HUD eSPI and computer software applications compatible with Microsoft XP/Office 2007 or any subsequent standard adopted by HUD. Contractor equipment must be able to accommodate new web-based systems as they are implemented by HUD. There is a potential conflict of interest defined as: The contractor shall assure that any employee or sub-contractor performing inspections pursuant to this contract shall have no financial or employment interest with any of HUD’s contracts in support of Single Family Real Estate Operations, or the contracts sub-contractors or employees. If an actual or potential conflict of interest exits, violation of this clause is grounds for termination and denial of all payments. More detailed information concerning the work requirements will be provided in the solicitation. HUD intends to award one or two indefinite quantity-fixed-price contracts from this solicitation on or about 4/30/2009. The period of performance for the base year is anticipated to be approximately 6/1/2009 through 5/31/2010 with four (4) one year option periods. The NAICS code is 541390 Building Inspection Services with a size standard of $7 million. The solicitation will be available for downloading from the Federal Business Opportunity website on or about 1/29/2009. No hardcopies of the solicitation will be made available. Telephone and e-mail requests for the solicitation will not be accepted. All 8(a) concerns need to respond with a proposal by the due date stated in the solicitation.
