EDUCATIONAL SERVICE IN ACCOUNTING AND BUSINESS PRACTICE SOL 192109OFMBFC00002 POC Contract Specialist Cheryl D. Hodge e-mail address: Cheryl.hodge@dhs.gov (Site Code HSCEMD). The Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Burlington Finance Center (BFC), Williston, VT 05495, has a requirement for Education and Training Services in Accounting and Business Practices. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes as the solicitation; quotes are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number to refer to in response to this notice is 192109OFMBFC00002. This solicitation is being issued as a Request for Quotation using Simplified Acquisition Procedures at FAR Subpart 13.1. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-08. This requirement is unrestricted. The North American Industry Classification System (NAICS) for this solicitation is 611310 ($7M). This requirement contains three (3) CLINs, one (1) each for each period of performance reflective of a Base Period consisting of twelve months and two (2) each twelve months option periods for the purpose of issuing a firm fixed price contract: CLIN 0001 – ONE EACH FOUR (4) CREDIT COURSE PER SEMESTER IN ACCOUNTING AND BUSINESS PRACTICE TO BE TAUGHT ON-SITE AT BFC; OPTION YEAR ONE - CLIN 1001 - ONE EACH FOUR (4) CREDIT COURSE PER SEMESTER IN ACCOUNTING AND BUSINESS PRACTICE TO BE TAUGHT ON-SITE AT BFC; OPTION YEAR TWO – 2001 - ONE EACH FOUR (4) CREDIT COURSE PER SEMESTER IN ACCOUNTING AND BUSINESS PRACTICE TO BE TAUGHT ON-SITE AT BFC. The period of performance for this requirement is a Base Period of twelve months and two (2) each twelve months option periods. Offeror’s price quote is to include price to deliver one 4 credit course per semester in Accounting and Business Practices with the maximum number of student attendance capacity included in the price quote. BFC has a current course requirement for four (4) credit course in Business Law to be provided during the Spring Semester 2009. Offeror is to provide each student with a four (4) college credits upon satisfactory completion of course(s). The place of performance is on-site at BFC, 166 Sycamore Street, Williston, Vermont, 05495. Offeror’s Instructors are to have the proper skill, training and license(s), education, experience, and background so as to be able to comply with all the rules and regulations related to accreditation and/or licensing of the State of Vermont. Offeror is to include this information with its quote. The service shall commence during Spring Session 2009. FAR provision 52.212-1, Instructions to Offerors, applies to this solicitation with the following addenda: (a) Delete; (b) Delete the text as written and insert: Electronic submission of Offers is permitted. All offers must be received by the 26th day of January 2009 to be considered timely. Offers may be submitted to the e-mail address or fascimile number listed below. Minimally, offers must include the solicitation number, the name, address, telephone number, facsimile number, e-mail address, if available, a point of contact, complete with official title and voice telephone number, pricing directly correlating to the CLIN contained herein, methodology of providing service, any prompt payment discount terms offered, and a completed copy of the certifications and representations required at FAR 52.212-3. Further, offers must contain all commercial terms, conditions and provisions under which the offeror conducts business in the commercial marketplace, and warranty terms and conditions. Offers that fail to furnish required representation or information, or reject the terms and conditions of this solicitation may be excluded from consideration; (d) Delete; (e) Delete; (h) Delete; (I) Delete. FAR provision 52.212-2, Evaluation-Commercial Items is not included in this solicitation. The Government intends to award a contract to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and price related factors considered. All Offerors must submit a completed copy of FAR provision 52.212-3, Offeror Representations and Certifications with its offer.
