- Description
- The National Park Service, Olympic National Park, has a requirement to preserve and maintain fruit trees in the Kestner Homestead Orchard (tree pruning, aeration, and mulching). The solicitation number will be Q9508090001, and will be issued as a Request for Quotation. The solicitation will be a small business set-aside. The North American Industry Classification System (NAICS) code is 115112 with an associated small business size standard of $7 million. The Government will award a firm, fixed-price contract to the responsive, responsible Quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Other factors include technical capability and past performance. Quoters must provide evidence of the training, experience, and qualifications of Contractor or Subcontractor(s) employees who will be in direct supervision of the work. All contract work shall be supervised by an Arborist certified by The International Society of Arboriculture (ISA) or equivalent state certification, who possesses verifiable experience and technical competence in tree physiology, identification, diagnosis of disorders, and current tree care and safety practices in accordance with accepted industry standards. Quotes shall include a copy of the Arborist's certification, written description of past, successful projects and shall include at a minimum the projects' financial scope, description, location, and clear photographs or digital pictures (if available). In order to be considered eligible for award, all Quoters must be registered at Central Contractor Registration (CCR). CCR can be accessed on-line at http://www.ccr.gov. Project Description: Kestner Homestead Orchard Preservation and Maintenance - Fruit Tree Pruning, Aeration, and Mulching. Species of trees include apple, pear, and maple. (1) PRUNING: Trees shall be pruned in accordance with the American National Standard for Tree Care Operations - Tree, Shrub, and Other Woody Plant Maintenance - Standard Practices, ANSI A300 (Part 1) - 2000 Pruning. Trees shall be pruned to maintain and improve health and structure for each of the following pruning types: Hazard Reduction (remove all visible hazards with potential for damage to property or personal injury); Crown Cleaning (remove dead, dying, diseased, interfering, objectionable weakly attached, low vigor branches, and water sprouts on the main trunk as well as those within the leaf area one inch in diameter or greater); Crown Thinning (selective pruning to reduce density of live branches. No more than 25% of live branches shall be removed.); and Rootstock Cleaning (remove suckers emanating from the rootstock, at or below the level of the graft union). (2) AERATING: All trees shall receive aeration of the root zone within the drip line of the tree canopy. Tine aeration shall be performed to a depth of 4 inches. (3) MULCHING: All trees shall receive mulch within the drip line of the tree canopy. Mulching shall be performed after aeration. Organic, composted mulch shall be applied around each tree for a minimum distance of four feet, or to the drip line of the canopy. Acceptable products include composted wood chips or composted shredded bark, mushroom compost or chicken compost. Mulch shall not be placed or piled up against each tree trunk. A mulch-free circle shall be left around each tree trunk, at least one inch from the trunk. Site Visit: If interested in making a site visit, please contact Phaedra Fuller at 360-565-3009.
