Description
This is a Sources Sought Synopsis to gain knowledge of potential offerors who may be interested in competing for a firm-fixed-price contract for Automated Vehicle Locator (AVL) System and Related Maintenance Services in South Korea. This synopsis is also to invite interested firms to attend DoDDS Pacific's Pre-Solicitation Conference on 04 February 2009 at 1:00 P.M. at the District Superintendent's Office (DSO) Lab Room, next to Building 3648, Yongsan Army Base, South Korea. The Department of Defense Dependents School Pacific (DoDDS-P) Procurement Division is seeking to award the AVL System contract, and the following apply to this requirement: This system will be used by the DoDDS school bus transportation offices, emplaced on Army and Air Force motor pool-provided buses in Seoul, Osan, Camp Humphreys and Daegu. The equipment must continuously identify the exact location (within 10 meters) of each individual, assigned bus. Standard desk top computers located in the Student Transportation Offices (STOs), motor pools and base security police offices shall be able to display the location (icon and coordinates) on a highly detailed color map displayed on the monitor. Presently, the number of buses requiring hardware units is 117, but this number could increase due to re-stationing and personnel tour changes within United States Forces Korea (USFK). The equipment shall include features that provide passenger and bus systems data collection and transmission on a real-time basis and emergency notification to the appropriate home base. The operating system shall be in English, or capable of switching back and forth from Korean to English. It shall consist of a fully operational system to include the following features or capability: a) Provide real-time exact location of all buses to a specific street in a matter of seconds for all buses assigned, on a detailed color map displayed on multiple computers and at separate locations; b) Be able to identify bus and display-specific information about that vehicle, such as license plate number, bus number, route number and other miscellaneous information. Information does not have to be displayed on the screen at all times, but available when requested by the user; c) The system on the bus must be a hands-free device, capable of allowing the driver to covertly activate a duress alarm without being noticed by an observer; d) The system shall activate when the bus is started, requiring no additional steps by the driver; e) The system shall be capable of reporting motion status (at a stop or is moving) at any given time or location; f) The system shall be capable of storing data for up to 30 to 60 days; g) The system must be mounted on the bus, but capable of being removed and installed on another bus as required; h) When the duress alarm is activated, it will in turn activate an audible alarm and affected bus icon(s) should change color at the computer monitoring station; i) Tracking information on bus locations will be updated and broadcast every three (3) minutes. When the duress alarm is activated, the bus location will be updated no less than every ten seconds; j) The system must be highly reliable and accurate and require little or no operator maintenance; k) The system must be able to display routes and bus stops on the map; l) The system must be easily re-configurable, allowing the change, addition or deletion of bus routes and bus stops by STO personnel; m) Maps must be capable of being printed showing routes and stops (screen shot prints); m) The system must meet commonly accepted industry standards for security in the transmission, storage and retrieval of data; n) The system should be commercially-based.
