Description
This DRAFT RFP is for a Firm-Fixed-Price (FFP) Integrated Design-Construct contract for the 7th Army Command and Control Facility (285,870 SF), including a Consolidated Operations Intelligence Center (COIC) (10,075 SF) at Wiesbaden Army Airfield (WAAF), Germany. The Project will include a reach-back operations center, command group center, sensitive compartmented information facility (SCIF), administration and control, conference rooms, storage, and personnel support functions and air conditioning (estimated 300 tons). Supporting facilities include water, sanitary and storm sewer, electric, gas, walkways, heat distribution lines, paving, storm drainage, anti-terrorism measures, site improvements and information systems. Anti-terrorism measures include resistance to progressive collapse, blast resistant exterior doors and windows, exterior video and security lighting system, protective landscaping, and barrier protection. Access for individuals with disabilities will be provided in public areas, also connections to the Energy Monitoring Control Systems (EMCS), installation of an Intrusion Detection Systems (IDS) and Anti-terrorism measures including exterior video and security lighting. The option work consists of 800 private owned vehicles (POV) spaces in accordance with American standards, parking garage and a standby generator. There may be security requirements that the contractor will need to comply with. The purpose of this DRAFT RFP is to obtain input from potential offerors. The issuance of this DRAFT RFP does not constitute a commitment or obligation by the Government. All comments, questions and recommendations pertaining to all aspects of DRAFT RFP are encouraged and shall be submitted no later than 1500 hours (CET), 26 January 2009. An Industry Day is scheduled for 28 January 09. The DRAFT RFP will be issued free of charge by downloading from a designated website. The website address will be provided to all interested offerors. All requests for interest in this DRAFT RPF must refer to the solicitation number (W912GB-08-R-0034) and be sent to the attention of Contract Specialist, raquel.o.blankenhorn@usace.army.mil or phone 49-611-9744-2372 to obtain information. The FINAL RFP will be issued 2nd/3rd quarter of FY09.
