Description
An RFP will be issued for the continued Operation of the Iroquois Job Corps Center, in Medina, New York. Job Corps is a national residential and non-residential training and employment program administered by the U.S. Department of Labor. It is aimed at addressing the multiple barriers to employment, which are faced by disadvantaged youth, ages 16-24 years, throughout the United States. It is anticipated that the resultant contract will provide Center Operations and Outreach/Admissions & Career Transition Services. The contract will have a 2-year base period, January 1st 2010 through December 31st 2011, plus three (3) governmental unilateral renewal options of one (1) year each. The RFP will be available on or about Wednesday February 4th 2009. It can be obtained from FedBizOps. The average capacity for the center is 255 youth of which 123 males and 122 females are residential and 5 males and 5 females non-residential. This contract includes the administration of Outreach and Admissions and Career Transitional Services. The Outreach and Admissions contract goals for recruitment anticipate 55 males and 55 females will be enrolled. The Career Transitional Services contract goals anticipate 239 graduates and 99 former enrollees will be serviced. The successful contractor shall provide Outreach and Admissions, Career Transition Services, Academic and Vocational Training, operate Counseling & Residential Living programs, and provide the following support services; Health Services, processing of Student Records, a Discipline System, Clothing Issuances, Mail and Legal services. The contractor shall also provide overall Center Management and Administration as follows; Contract and Personnel management, Staff training, financial management, Procurement and Property management, Facility operations and maintenance, Security and Safety services, Community Relations and Public Information. A Pre-proposal Conference and Site Visit are scheduled for Wednesday February 11th 2009 at 10:30am (EST-local time) at the Iroquois Job Corps Center. The Center is located at 11780 Tibbets Road, Orleans County, Medina, New York 12077. The Center's telephone number is (585) 798-7000. It is HIGHLY recommended that potential Offerors download a complete copy of the RFP from the Website listed above, before attending the Pre-proposal conference and site visit. All potential attendees are required to register, in advance, with the contracting office running the procurement. Please mail a "Notice of Intent to Attend Iroquois Job Corps Center Pre-Procurement Conference" to: Binh Kha, U.S. Department of Labor, OASAM, 201 Varick Street, Room 815, New York, NY 10014. Note all "Notices of Intent to Attend" should be received by this office no later than close of business on February 9th 2009. Attendees are required to stop in at the Visitor Center and go to the reception area to acquire a security pass and gain instructions as to where the conference will be held on Center. Please do not perform any unescorted tours of the Center. A formal tour will be provided as part of the conference. As the tour will likely last 1-2 hours, it is recommended that comfortable walking shoes be worn. All questions pertaining to this procurement shall be submitted in writing and in advance. Attendees should include a clear and concise list of questions to which they will want addressed at the conference. While all questions, and resultant answers, will be made public, the names of attendees and the source of the questions will not be disclosed publicly. Questions should be received by the contracting office no later than close of business on February 9th 2009. Lodging and subsistence are the responsibility of attendees. Proposals in response to the RFP will consist of an Oral Presentation and a written submission as described in Section L of the RFP. All written proposal submissions shall be due no later than April 9th 2009 12:00 noon (local time) to the address listed in the RFP. Responses received after that date and time will not be considered. All responsible sources may submit a proposal, which shall be considered by the Agency. Submitted proposals will become the property of the United States Government. Unsuccessful and/or surplus proposals will not be returned and will be scheduled for destruction.
